Academic Freedom and the Social Responsibilities of Academics in Tanzania (Printed)
When the Dar es Salaam Declaration on Academic Freedom and Social Responsibility of Academics came up in the early 1990s, African higher-education systems were in a serious, multi-dimensional and long-standing crisis. Hand-in-hand with the imbalances and troubles that rocked and ruined African economies, the crisis in the academia was characterised by the collapse of infrastructures, inadequate teaching personnel and poor staff development and motivation. It was against this background that the questions of academic freedom and the responsibilities and autonomy of institutions of higher-learning were raised in the Dar es Salaam Declaration. In February 2005, the University of Dar es Salaam Staff Association (UDASA), in cooperation with CODESRIA, organised a workshop to bring together the staff associations of some public and private universities in Tanzania, in order to renew their commitment to the basic principles of the Dar es Salaam Declaration and its sister document – the Kampala Declaration on Intellectual Freedom and Social Responsibility. The workshop was also aimed at re-invigorating the social commitment of African intellectuals. The papers included in this volume reflect the depth and potentials of the debates that took place during the workshop. The volume is published in honour of Chachage Seithy L. Chachage, who was an active part of the workshop but unfortunately passed away in 2006.
Les rapports sociaux de genre connaissent depuis quelques années des mutations significatives en Afrique et dans le monde. En effet, la vague de démocratisation qui souffle sur le continent depuis le début des années quatre-vingts et les transitions politiques qui en découlent engendrent une participation croissante des femmes dans la sphère publique. Sur le plan économique, les femmes déploient de nombreuses stratégies afin de s’assurer une certaine autonomie financière et, partant une capacité à s’affirmer au sein du ménage qui relèverait du domaine privé. Mais en même temps, les rapports sociaux de genre dans les sphères publique et privée restent encore marquées par la discrimination, l’inégalité, et la violence dont la majorité des victimes seraient des femmes.
To what extent can we go beyond disciplinary boundaries to produce knowledge on Africa that has emancipatory and transformational power? Beyond Disciplines: African Perspectives on Theory and Method, attempts to address this question. Among the critical issues covered by contributors to the book include the limitations of Eurocentric approaches on illuminating and explaining African social contexts; the value of critical African scholarship to our understanding of the continent’s political economy of development; the descriptive, explanatory, and predictive potency of interpretivist emancipatory approaches vis-à-vis positivist developmental ones; the significance of gender power analysis for understanding women’s experiences of violent extremism; application of social science research across research communities on the critical issue of environmentalism; as well as theorising the confluence of internal displacement, weaponisation and agency of women and violent extremism. The book, authored by scholars from multiple disciplinary backgrounds based at institutions across three continents, underscores the imperative value of transformational epistemologies for Africa and demonstrates that the generation of such epistemologies is contingent upon collaborative knowledge-production projects across epistemic communities.
Shadrack Wanjala Nasong’o, PhD, is a Professor of International Studies at Rhodes College in Memphis, Tennessee. His research interest lies in democratisation, identity politics, social conflict, governance and development. Nasong’o has been honoured with the Rhodes College’s Clarence Day Award for Outstanding Research and Creative Activity, and the Ali Mazrui Award for Research and Scholarly Excellence from the University of Texas at Austin.
Eka Ikpe, PhD, is a Reader and Director, African Leadership Centre at King’s College London. Her themes of interest include developmentalism, industrial development and structural transformation, peacebuilding, post-conflict reconstruction and the economic costs of conflict and creative economies.

Although all authoritarian regimes in Africa are not military in character, the question of the military has been central to the current issue of democratization on the continent. The contributions in this volume deal neither with the definitive erosion of the military and civil authoritarianism, nor with the inexorable march toward democracy but with what appears in retrospect to be a less clear-cut and more open-ended state of transition, located ambiguously between the crisis of authoritarianism and the prospect for democracy on the continent. The contributors emphasize the uneven patterns and forms of militarisation in Africa but within and between regimes.

Saida Yahya-Othman is a retired Associate Professor of the University of Dar es Salaam, where she worked for over 40 years. She trained at the Universities of Dar es Salaam, York and Edinburgh, in English linguistics, and has taught and published largely in that area, particularly discourse analysis and pragmatics. In 1972 she married Haroub Othman, who died in 2009. She lives in Dar es Salaam, where she does pre-publication work.

Education and Financing in Africa : The Kenyan Case Study
The Kenya study, part of a series of case studies by the Education and Finance Working Group, explores ways of reinforcing the capacity and competence of the Ministry of Education in Kenya in building a framework for collaboration, information exchange and the optimal use of financial resources. The series analyses the best practices used in managing and allocating resources, and evaluating the education sector.
The study further highlights challenges in determining who should finance what in the cost-sharing scheme, how to counter the imbalance in allocations between personnel and non personnel salaries, poor management of resources and lack of accountability, and effectively handle centralised budgeting and management systems and the weaknesses in the harmonisation of policy, planning and budgeting. The study is rich in detail and offers original directions for a comparison with other African experiences.

Let the people speak : Tanzania Down the Road to Neo-liberalism
The African national project has been defeated, and the imperial/globalisation project is on the offensive. And yet, as Issa Shivji, one of Africa’s most distinguished public intellectuals, argues in this collection of essays, there is bound to be a backlash – witness Latin America. African scholars are already debating the resurgence of nationalism and Pan-Africanism, and searching for alternative paths of development and democracy.
The ninety essays contained in this book are selected by the author from his writings published in newspaper columns during the period 1990-2005, a critical time in Tanzania that witnessed the rise and fall of nationalism, and transition to and consolidation of neo-liberalism. The essays give an overview of the intellectual history and traditions in Tanzania, one of the few countries in Africa which can still boast of political stability and reasonable openness. The writings reflect the hopes and fears of the progressive intellectual community, and project a strong sense of the enduring ideas and values in the period. This volume highlights the proceedings of the two policy dialogue conferences held by the Working Group on Finance and Education (WGFE) in 2004. Part I of the document discusses the endemic crisis that higher educationhas been beset with since the outset of the post colonial period in Africa. It highlights the critical state of higher education systems in Burkina Faso, Mali, Nigeria and Senegal by scrutinizing the causes, manifestations and consequences of the crisis to posit useful recommendations and possible solutions. Part II is a comprehensive review of the challenges facing the financing and planning of all levels and types ofeducation – from kindergarten to graduate school – in selected African countries. The papers reveal the sources and mechanisms of funding education in Africa, drawing attention to the experiences of communities confronted with new funding sources. A new trend, which consists of designing decade long educational development plans, has emerged and is rapidly expanding in numerous African countries. This experience is examined and shared by the authors. This book has contributions in both French and English.
Civil Society and the Search for Development Alternatives in Cameroon (Printed)
Recent developments have witnessed the emergence of civil society as a major development actor whose potentials and capacity, especially in Africa, are often taken for granted and treated as limitless.
A critical assessment of some of their structures (NGOs, religious organisations, trade unions, home-based associations, women’s mobilisation structures, local community organisations, and the youth) and the legal and political context of the operation of civil society in Cameroon shows a popular effervescence that is visible in social development initiatives; Although this would complement the state and free enterprise, it is however often frustrated by the state’s suspicion in a context of rising social awareness and protest that is assimilated with political opposition or attempts at manipulation along partisans lines.
This book is a call to reform the framework and civil society to assess its components and roles in shaping the future of Africa.
