À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).
The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.
African Literature as Political Philosophy (Printed)
The politics of development in Africa have always been central concerns of the continent’s literature. Yet ideas about the best way to achieve this development, and even what development itself should look like, have been hotly contested.
African Literature as Political Philosophy looks in particular at Achebe’s Anthills of the Savannah and Petals of Blood by Ngugi wa Thiong’o, but situates these within the broader context of developments in African literature over the past half-century, discussing writers from Ayi Kwei Armah to Wole Soyinka. M.S.C. Okolo provides a thorough analysis of the authors’ differing approaches and how these emerge from the literature. She shows the roots of Achebe’s reformism and Ngugi’s insistence on revolution and how these positions take shape in their work. Okolo argues that these authors have been profoundly affected by the political situation of Africa, but have also helped to create a new African political philosophy.
The issues that this volume addresses relate to the ways in which, first, Africans negotiated the terms of this modernity during the colonial period and, then, how today they are coming to terms with it in the post-colonial period. The contributors argue both that the African experience of modernity is unique and, at the same time, relevant for social theory more widely. Not only is it important to describe this experience, but also to acknowledge that such a description may provide African Studies with valuable analytical insights into African social reality. In the course of so doing, cases are presented and issues raised covering new forms of labour, changing notions and norms relating to land rights, religious conversion, internal migration, and even emigration. Indeed, one particularly significant, but often underplayed, feature that has characterised both the colonial and post-colonial periods, and which this book deals with extensively, is the variegated linkages and interactions between Africans in the diaspora and within the continent
Challenges to Identifying and Managing Intangible Cultural Heritage in Mauritius, Zanzibar and Seychelles (Printed)
Africa is richly blessed with cultural and natural heritage, key resources for nation building and development. Unfortunately, heritage is not being systematically researched or recognised, denying Africans the chance to learn about and benefit from heritage initiatives. This book offers a preliminary discussion of factors challenging the management of intangible cultural heritage in the African communities of Zanzibar, Mauritius and Seychelles. These islands are part of an overlapping cultural and economic zone influenced by a long history of slavery and colonial rule, a situation that has produced inequalities and underdevelopment. In all of them, heritage management is seriously underfinanced and under-resourced. African descendant heritage is given little attention and this continues to erode identity and sense of belonging to the nation. In Zanzibar tensions between majority and minority political parties affect heritage initiatives on the island. In Mauritius, the need to diversify the economy and tourism sector is encouraging the commercialisation of heritage and the homogenisation of Creole identity. In Seychelles, the legacy of socialist rule affects the conceptualisation and management of heritage, discouraging managers from exploring the island’s widerange of intangible heritages. The author concludes that more funding and attention needs to be given to heritage management in Africa and its diaspora. Rosabelle Boswell is a senior lecturer in the Anthropology Department at Rhodes University, South Africa and a specialist of the southwest Indian Ocean islands. Her research interests include ethnicity, heritage, gender and development. Boswell’s PhD was on poverty and identity among Creoles in Mauritius and her most recent work is onthe role of scent and fragrances in the heritage of the Swahili islands of the Indian Ocean region.
In a brilliant study of the rise of contemporary political Islam, distinguished political scientist Mahmood Mamdani brings his expertise to bear on a question many Americans have been asking since 9/11 : how did this happen ?
Mahmood Mamdani’s conclusions are as incontrovertible as they are highly provocative. He dispels the idea of “good” (secular, westernized) Muslims, and “bad” (primitive, fanatical) Muslims, underlining the fact that Islam is not a politically based religion. Focusing on the reasons Islam has become politicized, Mamdani shows how the American government’s indirect, post–Vietnam-era sponsorship of terrorist leaders in Indochina and Africa began as a way of dealing with the perceived threat of spreading Soviet influence in these regions. He reminds us how President Reagan openly supported the contras in Nicaragua—calling them the “moral equivalents” of the Founding Fathers—and eagerly embraced the mujahideen of Afghanistan. He explains how America’s rigidly supportive policies toward Israel have fuelled the problems in the Middle East. Finally, he makes clear how the West’s distorted political analysis of Islam and its activities continue to dangerously skew its response to them.
Economic Liberation and development in Africa (Printed)
In this endnote address delivered at the 11th General Assembly of CODESRIA, held in Maputo in 2005, Jomo Kwame Sundaram notes that over three decades of economic stagnation, contraction and increased poverty have taken a huge toll on Africa’s economic, social and political fabric; and pro-active efforts are urgently required in order to build new capacities and capabilities for development. He argues that much of the ostensible conventional wisdom regarding African development and poverty is often both erroneous and harmful.
Even the IMF has acknowledged that international financial liberalization has exacerbated volatility. Worse still, there is strong evidence that some of the economic policy advice given to, and conditionalities imposed on governments in Africa have reflected vested interests and prejudice. In view of these, and the fact that economic growth and development do not necessarily reduce poverty and inequalities, Sundaram calls for greater ‘policy space’ for African governments to choose or design their own development strategies, as well as develop and implement more appropriate development policies.
