The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

Birago Diop nous rappelait déjà que « les morts ne sont pas morts! » Cette vérité hypothétique est peut-être valable pour le quota. En effet, malgré son élimination juridique, le quota résiste et continue d’exister. Sa « mort » annoncée tarde à se réaliser. La question n’est plus de savoir si le quota doit « mourir ». Sa « mort » est prononcée comme une sentence que le « bourreau » n’ose pas exécuter. La question est plutôt de savoir combien de temps va encore durer la « lutte contre la mort » que le quota a engagée. Le quota est « mort » juridiquement. Mais il a survécu dans la pratique. Aussi, le quota est-il à l’image d’un être « vivant surnaturel ». Il est né, a vécu, est mort et est ressuscité. Si sa naissance a été précipitée et sa vie tumultueuse, sa mort, elle, a été programmée et sa résurrection était prévisible. En fait, en 1996, le Sénégal se dote d’un code des collectivités locales qui prévoit le transfert de compétences de l’État vers les collectivités locales ; parmi ces compétences, la gestion de l’environnement et des ressources naturelles. Le code forestier de 1998 a clairement exprimé la volonté du législateur de consacrer la décentralisation forestière. C’est ainsi que le système du quota devait être supprimé depuis le 21 février 2001. Il devait être remplacé par l’aménagement qui transfère les compétences de gestion de l’exploitation forestière aux élus locaux. Cependant, les plans d’aménagement ont du mal à se concrétiser. Si, le code forestier du Sénégal de 1998 constitue un cadre propice pour réaliser une décentralisation dans le secteur forestier, conformément à la décentralisation politico-administrative, la décentralisation forestière reste inachevée. Elle reste bloquée en large partie par la survivance du système des quotas.

This is the second of a two-volume work taking stock of the study of Africa in the twenty-first century: its status, research agenda and approaches, and place. It is divided into two parts, the first entitled Globalisation Studies and African Studies, and the second, African Studies in Regional Contexts. Topics addressed in part one include: trans-boundary formations and the study of Africa; global economic liberalisation and development in Africa; African diasporas, academics and the struggle for a global epistemic presence; and the problem of translation in African studies. Part two considers: African and area studies in France, the US, the UK, Australia, Germany and Sweden; anti-colonialism and Russian/soviet African studies; African studies in the Carib bean in historical perspective; the teaching of African history and the history of Africa in Brazil; African studies in India; African studies and historiography in China in the twenty-first century; and African studies and contemporary scholarship in Japan.
Higher Education in Africa:Crises, Reforms and Transformation/ Enseignement supérieur en afrique francophone: crises, reformes et transformations (Printed)
This book provides theoretical tools for analysing contemporary African higher education systems and institutions. It also examines policy challenges and the prospects for social progress. It points to critical areas of investigation for the CODESRIA Multinational Working Group (MWG) research network on higher education. Conceived as a background text for this network, the book traces the historical roots and the global factors of the African higher education crises and the search for transformation to address issues of legitimacy and relevance. It analyses the origins, nature, and mission of African higher education, the problems associated with cultural colonization and the dependency trap, the local/global nexus in the crises with a special attention to the structural adjustment programmes (SAPs), and the various waves of reforms and innovations. Furthermore, the book presents a synopsis of studies that were conducted on the crises, highlighting both their findings and recommendations.
The issues that this volume addresses relate to the ways in which, first, Africans negotiated the terms of this modernity during the colonial period and, then, how today they are coming to terms with it in the post-colonial period. The contributors argue both that the African experience of modernity is unique and, at the same time, relevant for social theory more widely. Not only is it important to describe this experience, but also to acknowledge that such a description may provide African Studies with valuable analytical insights into African social reality. In the course of so doing, cases are presented and issues raised covering new forms of labour, changing notions and norms relating to land rights, religious conversion, internal migration, and even emigration. Indeed, one particularly significant, but often underplayed, feature that has characterised both the colonial and post-colonial periods, and which this book deals with extensively, is the variegated linkages and interactions between Africans in the diaspora and within the continent
In 2001 NEPAD – the New Partnership for Africa’s Development – was launched by South African President Thabo Mbeke and Abdoulaye Wade, President of Senegal. Its founding assumption was that African governments had to take much more responsibility for their economic, political and social policy if real development were to be achieved.
