À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).
Scholars in the Market Place : The Dilemmas of Neo-Liberal Reform at Makerere University, 1989-2005 (Printed)
Scholars in the Marketplace is a case study of market-based reforms at Uganda’s Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.
Gender, Science and Technology: Perspectives from Africa (Printed)
This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The book provides a window onto the current state of female participation in science and technology in Africa, along with an analysis of the historical backgrounds, current educational and professional contexts, and prospects for the future. While it is evident that more research needs to be done, with more groups in different regions, this volume brings together a rich and inspiring collection of qualitative insights on gender, science and technology in Africa. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. The series aims to keep alive and nourish African social science research with insightful research and debates that challenge conventional wisdom, structures and ideologies that are narrowly informed by caricatures of gender realities. It strives to showcase the best in African gender research and provide a platform for emerging new talents to flower.

Birago Diop nous rappelait déjà que « les morts ne sont pas morts! » Cette vérité hypothétique est peut-être valable pour le quota. En effet, malgré son élimination juridique, le quota résiste et continue d’exister. Sa « mort » annoncée tarde à se réaliser. La question n’est plus de savoir si le quota doit « mourir ». Sa « mort » est prononcée comme une sentence que le « bourreau » n’ose pas exécuter. La question est plutôt de savoir combien de temps va encore durer la « lutte contre la mort » que le quota a engagée. Le quota est « mort » juridiquement. Mais il a survécu dans la pratique. Aussi, le quota est-il à l’image d’un être « vivant surnaturel ». Il est né, a vécu, est mort et est ressuscité. Si sa naissance a été précipitée et sa vie tumultueuse, sa mort, elle, a été programmée et sa résurrection était prévisible. En fait, en 1996, le Sénégal se dote d’un code des collectivités locales qui prévoit le transfert de compétences de l’État vers les collectivités locales ; parmi ces compétences, la gestion de l’environnement et des ressources naturelles. Le code forestier de 1998 a clairement exprimé la volonté du législateur de consacrer la décentralisation forestière. C’est ainsi que le système du quota devait être supprimé depuis le 21 février 2001. Il devait être remplacé par l’aménagement qui transfère les compétences de gestion de l’exploitation forestière aux élus locaux. Cependant, les plans d’aménagement ont du mal à se concrétiser. Si, le code forestier du Sénégal de 1998 constitue un cadre propice pour réaliser une décentralisation dans le secteur forestier, conformément à la décentralisation politico-administrative, la décentralisation forestière reste inachevée. Elle reste bloquée en large partie par la survivance du système des quotas.

This book provides theoretical tools for analysing contemporary African higher education systems and institutions. It also examines policy challenges and the prospects for social progress. It points to critical areas of investigation for the CODESRIA Multinational Working Group (MWG) research network on higher education. Conceived as a background text for this network, the book traces the historical roots and the global factors of the African higher education crises and the search for transformation to address issues of legitimacy and relevance. It analyses the origins, nature, and mission of African higher education, the problems associated with cultural colonization and the dependency trap, the local/global nexus in the crises with a special attention to the structural adjustment programmes (SAPs), and the various waves of reforms and innovations. Furthermore, the book presents a synopsis of studies that were conducted on the crises, highlighting both their findings and recommendations.

This is the second of a two-volume work taking stock of the study of Africa in the twenty-first century: its status, research agenda and approaches, and place. It is divided into two parts, the first entitled Globalisation Studies and African Studies, and the second, African Studies in Regional Contexts.
