The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

Jetant son coup d’oeil d’historienne sur la démocratie et ses valeurs, Adame Ba Konaré a fait le discours de Léopold Sedar Senghor lors de la 11ème Assemblée Générale du CODESRIA à Maputo en Décembre 2005. Konaré a appelé à l’enracinement de la démocratie dans une Afrique où les citoyens sont libres de participer à part entière au processus de prise de décisions qui répondent à l’intérêt général; ceci d’une manière qui ne constituerait pas une simple imitation de notions inoculées de l’extérieur ou qui refléterait sans questionnement le désir des Chefs d’État. Selon Konaré, pour que les citoyens puissent jouir pleinement de la démocratie dans l’humilité et le respect mutuel, il leur faudra le droit à la liberté d’association et de mobilisation dans l’intérêt de tous et en parfaite harmonie avec les valeurs africaines qui ont su résister au temps.

Ce volume contient des contributions portant sur les questions environnementales et climatiques traitées à l’aune de critères sociologiques, économiques, politiques, juridiques et éthiques. Chacun des intellectuels, à sa manière, a montré que pour inquiétants qu’ils soient, les enjeux environnementaux et climatiques opèrent comme une opportunité encore faiblement exploitée par les acteurs de la pensée afro optimiste. Nul doute que le lecteur se rendra compte que ce livre témoigne de la façon dont des intellectuels africains du XXIe siècle portent le souci de l’environnement et du changement climatique et comment ils explorent des pistes de réflexion critique pour un sursaut adapté et des réponses durables pour une Afrique moins émettrice de désespoir et plus résiliente.

Ahmadou Makhtar Kanté est diplômé de l’Institut des Sciences de l’Environnement (ISE) de l’Université Cheikh Anta Diop de Dakar où il a obtenu un DEA en 1997. Il est aussi titulaire d’un Master en économie solidaire de l’Université Haute Alsace de Mulhouse (UHA) en 2008. Durant son stage professionnel, il a travaillé à la FAO à Rome sur les enjeux de la sécurité alimentaire et du changement climatique. Il est membre du Comité de préparation de la troisième communication du Sénégal sur le changement climatique. En 2007 il a reçu le prix « Guy Mhone » du CODESRIA à travers un essai sur les « Promesses non tenues de la décentralisation ». En 2009, il a publié dans la revue Vertigo éditée au Canada, à comité de lecture, un article sur la gouvernance forestière et la démocratie au Sénégal.
African linguistics and the Development of African Communities / la linguistique africaine et le développement des communautés africaines
This diverse and comprehensive collection of essays embraces the main discourses in the field of African languages and linguistics. Overall, it argues for the absolute necessity of developing African languages as a condition of socio-economic development. The work further advocates the involvement of all sectors of society in language development efforts, language identification, and the imperative of validating African languages as equal to the colonial languages.
This edited collection of papers in both English and French offers a continent-wide approach to matters linguistic, focusing in particular on countries such as: Chad, Nigeria, Gabon and Cameron. It highlights the historic role African languages must play in the realisation of NEPAD to jumpstart social and economic development on the continent. The authors provide in-depth analysis of subjects such as: the development of African languages and their role in African renaissance; the difficulties and controversies around African mother tongue education; and endangered minority languages threatened with extinction.
Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon’s economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. This volume brings out the challenges Cameroon faces in its quest for development as well as for designing appropriate strategies for addressing those development challenges.
