This book covers diverse histories of student movements in post-apartheid South Africa, taking note of the historical moment of the 1976 student uprisings and the evolution of student activism since that seminal event. Decolonization and reform of the higher education sector are important themes of the book. The volume aims to understand how student movements comprehend and articulate demands for the process of decolonization and Africanization of the curriculum, their transformative effect on the university and the role that a decolonized and African university should play in South African society’s pursuit of freedom. The book explores transformation of universities specifically with regard to race, gender, patriarchy, sexuality, and people living with disabilities in relation to student experiences. The book also deals with aspects related to institutional racism, funding, class, access, violence, and student services. Zukiswa Mqolomba is a former SRC President of the University of Cape Town, former Provincial Executive Committee member of SASCO and alumnus student leader. She is a Mandela Rhodes Scholar and Chevening scholar. She has two master’s degrees and also holds an executive leadership training certificate. Mqolomba now works for the Presidency of the Republic of South Africa.
Suntosh R. Pillay is a clinical psychologist and researcher in the public sector in Durban, South Africa, with roots in student journalism, community mobilizing and mental health advocacy. He completed his Masters in Social Sciences degree at the University of KwaZulu-Natal (UKZN), and is affiliated to UKZN’s Department of Clinical Medicine. He is committed to developing critical psychopolitical theory and practices in South Africa.

The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

Bouchra Sidi-Hida est docteure en sciences sociales de l’Université catholique de Louvain (UCL), Belgique. Elle a été chercheure séniore au CERSS au Maroc et est actuellement Administrateur de programme au CODESRIA. Sidi-Hida est chercheure associée à plusieurs centres de recherche dont le LPED de l’Université Aix Marseille, France. Elle est auteure de plusieurs articles et ouvrages et membre de plusieurs réseaux de recherche internationaux tel LMI Movida sur la migration.

The Arts, artistic, and literary production in Africa are echoes of Africa’s cultural heritage in its diversities, essence, values, realities, and contradictions, being transmitted across generations. These resonances are translated in different ways from one period to another and from one culture to the other. They propagate the authentic image that Africa has of itself in its enthusiasms, its sufferings, its discomforts, its challenges, and its resilience to surpass itself, live the present, and imagine its future. The collection of chapters in this book was first presented as part of the CODESRIA Humanities Institute that took place on the sidelines of the bi-annual Pan-Africa Film and Television Festival, Fespaco, in Ouagadougou, Burkina Faso in 2019. The institute convened African researchers and artists to reflect on the possibilities and implications of (re)making the memory and history of the (Pan)African arts, as part of a process of problematizing attitudes toward the past and the future.
Bouchra Sidi-Hida holds a Ph.D. in social sciences from the Catholic University of Louvain (UCL), Belgium. She has been a senior researcher at CERSS in Morocco and is currently Programme Officer at CODESRIA. Sidi-Hida is an associate researcher with several research centres including the LPED of the University of Aix Marseille, France. She is the author of several articles and books and a member of several international research networks such as LMI Movida on migration.

At the 11th General Assembly of CODESRIA, held in Maputo in December 2005, Carlos Lopes presented the Cheikh Anta Diop Lecture on “Africa and the Challenges of Citizenry and Inclusion”, through the legacy of Mario de Andrade of Angola.
He discusses the life and times of Mário Andrade; African nationalism and its revolutionary proposals; and the triumphs and vicissitudes of Negritude and Pan-Africanism. He analyses the consequences for a country’s citizenry, inclusion and respect for identities, and concludes with implications for African intellectuals. Like Mário Andrade, who abhorred the rites associated with power and despaired at exclusionary notions of citizenship, Lopes is critical of narrow nationalism that jeopardises pan-Africanism, and calls on African intellectuals to denounce these practices in the interest of universal identity rights, based on the principle that development brings with it greater opportunities and freedom of choice.

La présente étude porte sur deux villages d’une collectivité locale du Sénégal. Elle consiste en une analyse de la problématique de la représentation politique locale, à travers la production de charbon de bois dans une forêt dont la gestion est dévolue aux élus locaux depuis la loi de la décentralisation, en 1996, par le biais des compétences transférées. Cette étude montre que si l’on retient comme critère l’obligation des élus de rendre compte aux administrés villageois et de répondre à leurs aspirations, en matière d’exploitation forestière, l’effet politique de la décentralisation est plutôt faible en termes de promotion de la démocratie locale. D’autre part, la répartition déséquilibrée des pouvoirs et ressources entre l’État et la collectivité locale explique, dans une certaine mesure, la faible efficacité des élus locaux en matière forestière, ainsi que les dysfonctionnements du couple déconcentration/- décentralisation. En matière d’exploitation forestière, l’action publique locale reste limitée par le poids des intérêts partisans, le manque de transparence et de répartition claire des rôles et responsabilités au sein du conseil rural. Le document se termine par un certain nombre de recommandations dont la mise en application devrait aider à améliorer la GRN au niveau des communautés rurales, notamment en rendant les conseillers ruraux plus responsables vis-à-vis de ceux qui les ont élus.
