This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. While it is evident that more research needs to be done, with more groups in different regions, this volume brings together a rich and inspiring collection of qualitative insights on gender, science and technology in Africa. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. The series aims to keep alive and nourish African social science research with insightful research and debates that challenge conventional wisdom, structures and ideologies that are narrowly informed by caricatures of gender realities. It strives to showcase the best in African gender research and provide a platform for emerging new talents to flower.

Il est largement admis, aujourd’hui, que les conceptions de l’espace et du temps sont « socialement construites » au sens où chaque société les élabore en fonction de ses modes de production, de son organisation interne et de ses valeurs. Ces conceptions deviennent toutefois si familières. Elles acquièrent une telle force d’évidence qu’elles prennent l’importance de faits objectifs. C’est pourquoi elles orientent ou canalisent les processus de reproduction sociale. C’est aussi pourquoi elles sont si fortement contestées lors des moments de grande transformation : quand changent les modes de production économique, les conceptions de l’espace et du temps doivent elles-mêmes changer pour permettre de nouvelles pratiques matérielles de reproduction sociale. The Kenya study, part of a series of case studies by the Education and Finance Working Group, explores ways of reinforcing the capacity and competence of the Ministry of Education in Kenya in building a framework for collaboration, information exchange and the optimal use of financial resources. The series analyses the best practices used in managing and allocating resources, and evaluating the education sector.
The study further highlights challenges in determining who should finance what in the cost-sharing scheme, how to counter the imbalance in allocations between personnel and non personnel salaries, poor management of resources and lack of accountability, and effectively handle centralised budgeting and management systems and the weaknesses in the harmonisation of policy, planning and budgeting. The study is rich in detail and offers original directions for a comparison with other African experiences.
