It is divided into five parts focusing on America’s racial dysfunctions, navigating global turbulence, Africa’s political dramas, the continent’s persistent mythologisation and disruptions in higher education. It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.

Rethinking Security in Nigeria adopts an alternate conceptual and methodological framework for rethinking national security in Nigeria by using the humanities’ multidisciplinary perspective against the backdrop of the hitherto restrictive analysis of the nature of national security. By expounding the largely unexplored cosmological, conceptual, ethical and aesthetic dimensions as key contributors to national survival and social integration, the volume argues systematically for a basic redefinition of the meanings of security, the value of life, government action and social re-engineering in order to create a new system of social order an integration. It extends the boundaries of previous aesthetic studies and redefines the roles of ethics and aesthetics as crucial contributors to security, human development and world civilisation.

This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The book provides a window onto the current state of female participation in science and technology in Africa, along with an analysis of the historical backgrounds, current educational and professional contexts, and prospects for the future. While it is evident that more research needs to be done, with more groups in different regions, this volume brings together a rich and inspiring collection of qualitative insights on gender, science and technology in Africa. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. The series aims to keep alive and nourish African social science research with insightful research and debates that challenge conventional wisdom, structures and ideologies that are narrowly informed by caricatures of gender realities. Ahmadou Makhtar Kanté est diplômé de l’Institut des Sciences de l’Environnement (ISE) de l’Université Cheikh Anta Diop de Dakar où il a obtenu un DEA en 1997. Il est aussi titulaire d’un Master en économie solidaire de l’Université Haute Alsace de Mulhouse (UHA) en 2008. Durant son stage professionnel, il a travaillé à la FAO à Rome sur les enjeux de la sécurité alimentaire et du changement climatique. Il est membre du Comité de préparation de la troisième communication du Sénégal sur le changement climatique. En 2007 il a reçu le prix « Guy Mhone » du CODESRIA à travers un essai sur les « Promesses non tenues de la décentralisation ». En 2009, il a publié dans la revue Vertigo éditée au Canada, à comité de lecture, un article sur la gouvernance forestière et la démocratie au Sénégal.

It has often been argued that the concept of human rights is an artefact of modern Western civilisation, that human rights in the South are privileges conferred. These approaches have taken little cognisance of the place accorded to the societal rights held in such esteem as complementary to individual rights in traditional African society. In contrast, this study argues that human rights in Africa are as much about the dignity of Africans as about the commitments of others towards them. It argues for a critical defence of universal human rights within a multicultural framework. From historical perspectives, it illustrates how the slave trade, and then colonialism undermined the traditional balance of individual and societal rights.
The work further traces the rise and fall and rise again of the human rights agenda in the post-independence period. It discusses the achievements of the African Commission and the African Union, and suggests ways of strengthening the human rights framework on the continent. The book came out of a conference that took place in Uppsala, Sweden in 2004 involving practitioners, scholars and activists in the field of human tights in Africa.

The Egypt study by the Education and Finance Working Group of CODESRIA provides a three-part well documented in-depth analysis of the financing of all levels of education of Egypt. Part I of the study highlights the economic, social, and political context of education, presents a historical perspective on the various educational policies formulated and implemented under the different regimes that ruled Egypt from the beginning of the 19th century till the liberalization and privatization era of the early 1970s, provides an in-depth account of education finance, budgetary procedures at the local educational directorates, underscores issues plaguing the financing of education, and suggests solutions for the improvement of educational finance in Egypt. Part II presents a monograph that analyzes teachers’ wages and suggests alternatives to alleviate their negative impact. Part III is a reporting on the operations related to the construction and the management of school buildings with a special emphasis on their costs.

Birago Diop nous rappelait déjà que « les morts ne sont pas morts! » Cette vérité hypothétique est peut-être valable pour le quota. En effet, malgré son élimination juridique, le quota résiste et continue d’exister. Sa « mort » annoncée tarde à se réaliser. La question n’est plus de savoir si le quota doit « mourir ». Sa « mort » est prononcée comme une sentence que le « bourreau » n’ose pas exécuter. La question est plutôt de savoir combien de temps va encore durer la « lutte contre la mort » que le quota a engagée. Le quota est « mort » juridiquement. Mais il a survécu dans la pratique. Aussi, le quota est-il à l’image d’un être « vivant surnaturel ». Il est né, a vécu, est mort et est ressuscité. Si sa naissance a été précipitée et sa vie tumultueuse, sa mort, elle, a été programmée et sa résurrection était prévisible. En fait, en 1996, le Sénégal se dote d’un code des collectivités locales qui prévoit le transfert de compétences de l’État vers les collectivités locales ; parmi ces compétences, la gestion de l’environnement et des ressources naturelles. Le code forestier de 1998 a clairement exprimé la volonté du législateur de consacrer la décentralisation forestière. C’est ainsi que le système du quota devait être supprimé depuis le 21 février 2001. Il devait être remplacé par l’aménagement qui transfère les compétences de gestion de l’exploitation forestière aux élus locaux. Cependant, les plans d’aménagement ont du mal à se concrétiser. Si, le code forestier du Sénégal de 1998 constitue un cadre propice pour réaliser une décentralisation dans le secteur forestier, conformément à la décentralisation politico-administrative, la décentralisation forestière reste inachevée. Elle reste bloquée en large partie par la survivance du système des quotas.

This book offers the readers with a nuanced discussion on the promotion, protection, and fulfilment of aspects of economic, social, and cultural rights in Botswana. Borrowing from lessons from other jurisdictions, international and regional standards, contributors to this book highlight the extent to which the country’s policy, legal and constitutional framework has provided for the enjoyment of these rights. With specific cases studies on the right to education, the right to the environment, the right to water, the right to adequate housing and social security, the book discusses the country’s policy, legal and constitutional framework relating to these rights in Botswana. The book also discusses the justiciability of economic, social, and cultural rights in Botswana. To that end, the book offers an insight into the nature and extent of the enjoyment of these rights in a jurisdiction where they are neither constitutionally protected nor spelt out as directive principles of state policy.
