The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

La République de Guinée est devenue indépendante le 2 octobre 1958. En matière de politique étrangère, l’on constate des continuités ? travers tous les régimes en ce qui concerne certains fondements. Mais si la première République (1958-1984) a mis l’accent sur les considérations d’ordre idéologique, les régimes successifs depuis 1984 se sont concentrés plutôt sur les aspects économiques. Cet ouvrage présente les contextes géopolitiques de la diplomatie guinéenne depuis l’indépendance et porte un regard critique sur les moyens humains et les infrastructures à l’aide desquels elle s’est déployée. Il analyse la nature et les facteurs explicatifs des relations bilatérales entre la Guinée et certains des pays avec lesquels elle a entretenu des relations particulières. Il s’intéresse aussi aux actions multilatérales du pays dans les cadres notamment de la CEDEAO, de l’OUA/UA et de l’ONU. Le dernier chapitre porte un regard prospectif sur l’avenir de la diplomatie guinéenne à l’ère du numérique. Il s’appuie sur un solide rappel des théories de relations internationales dans la première partie, et une riche littérature en français et en anglais, y compris des documents officiels sur les différents aspects du livre. Il a bénéficié de beaucoup d’entretiens avec de nombreux diplomates guinéens.

This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The book provides a window onto the current state of female participation in science and technology in Africa, along with an analysis of the historical backgrounds, current educational and professional contexts, and prospects for the future. At the 11th General Assembly of CODESRIA, held in Maputo in December 2005, Carlos Lopes presented the Cheikh Anta Diop Lecture on “Africa and the Challenges of Citizenry and Inclusion”, through the legacy of Mario de Andrade of Angola.
He discusses the life and times of Mário Andrade; African nationalism and its revolutionary proposals; and the triumphs and vicissitudes of Negritude and Pan-Africanism. He analyses the consequences for a country’s citizenry, inclusion and respect for identities, and concludes with implications for African intellectuals. Like Mário Andrade, who abhorred the rites associated with power and despaired at exclusionary notions of citizenship, Lopes is critical of narrow nationalism that jeopardises pan-Africanism, and calls on African intellectuals to denounce these practices in the interest of universal identity rights, based on the principle that development brings with it greater opportunities and freedom of choice.

The issues that this volume addresses relate to the ways in which, first, Africans negotiated the terms of this modernity during the colonial period and, then, how today they are coming to terms with it in the post-colonial period. The contributors argue both that the African experience of modernity is unique and, at the same time, relevant for social theory more widely. L’université Gaston Berger de St Louis a entrepris depuis quelques années un processus dynamique de diversification de son offre de formation et d’amélioration de ses stratégies pédagogiques. Dans ce cadre, il a été mis en place une UFR des Sciences de l’éducation. Ce travail cherche à voir de quelles manières, les étudiants africains peuvent participer à la réflexion globale sur les défis de nos pays par la mise en oeuvre de curriculum d’enseignement et de formation en technologie éducative cohérent et pragmatique prenant en charge les dynamiques de changement dans lesquelles s’engagent nos états. Il cherche également à réinterroger le rôle des écoles et des institutions d’enseignement supérieur dans la manière de repenser nos défis en termes d’habiletés indispensables. En se fondant sur les approches innovantes en Technologie éducative, qui prennent appui sur les théories socioconstructivistes en sciences de l’apprentissage, des dispositifs numériques seront utilisés pour collaborer (coélaborer) à la résolution de problèmes complexes inhérents aux mutations des sociétés modernes. Et pour cela, il est envisagé une approche méthodologique fondée sur l’approche par les compétences par une mise en application des principes qui encadrent la coélaboration de connaissances (12 Principes de Knowledge Building) et à travers une démarche itérative s’appuyant sur la « Design Based-Research » (Recherche basée sur la conception).
