The Egypt study by the Education and Finance Working Group of CODESRIA provides a three-part well documented in-depth analysis of the financing of all levels of education of Egypt. Part I of the study highlights the economic, social, and political context of education, presents a historical perspective on the various educational policies formulated and implemented under the different regimes that ruled Egypt from the beginning of the 19th century till the liberalization and privatization era of the early 1970s, provides an in-depth account of education finance, budgetary procedures at the local educational directorates, underscores issues plaguing the financing of education, and suggests solutions for the improvement of educational finance in Egypt. Part II presents a monograph that analyzes teachers’ wages and suggests alternatives to alleviate their negative impact. Part III is a reporting on the operations related to the construction and the management of school buildings with a special emphasis on their costs.

L’enseignement supérieur en Afrique en générale – et en Afrique francophone en particulier a connu une forte expansion en termes d’effectifs des étudiants et du nombre de structures depuis son avènement. Trois grands moments marquent son évolution, tant du point de vue de ses objectifs que de son orientation stratégique. Il s’agit de l’ère des universités coloniales, celles instituées par le colon; de celle des universités de l’indépendance, celles qui devaient affirmer la souveraineté nationale au lendemain des indépendances à travers la nationalisation, voire l’autonomisation du champ académique, et enfin celle des universités du développement dont le contenu, défini par les dirigeants nationaux, est censé correspondre aux exigences du développement.
La rupture des grands équilibres macroéconomiques des années 80 a engendré la crise et la fin du développement du secteur éducatif. Cette crise multiforme qui concerne à la fois la pertinence, la qualité, la gestion et le financement de l’enseignement supérieur a engendré ces deux dernières décennies la dégradation des infrastructures et du milieu d’apprentissage, mais aussi l’exode continu des cerveaux, le déclin de la recherche et l’amplification des conflits entre étudiants, syndicats des personnels et l’administration de l’enseignement supérieur. Cette étude contribue à la réflexion que nécessitent les nouvelles formes d’exigences qui remettent en cause les performances des universités africaines dès lors que celles-ci influencent autant le marché du travail que l’évolution des connaissances.
Dimensoes da Pobreza e da vulnerabilidade em Cabo Verde: Uma Abordagem Sistémica e Interdisplinar (Printed)
“Dimensões da pobreza e da vulnerabilidade em Cabo Verde: Uma abordagem sistémica e interdisciplinar” resulta de um trabalho de investigação realizado por um grupo de pesquisadores cabo-verdiano no âmbito da iniciativa do CODESRIA para os países africanos lusófonos.
Constituiu o leitmotiv da investigação a compreensão do fenómeno da pobreza e da vulnerabilidade no contexto cabo-verdiano, buscando ultrapassar as abordagens até então hegemónicas e que colocam o acento tónico essencialmente no rendimento. Na verdade, a abordagem retida por este estudo não exclui e nem subestima a importância do rendimento na determinação da pobreza e da vulnerabilidade. Contudo, pretendeu-se avançar um pouco mais, trazendo novas determinantes do fenómeno, cortando com uma visão uni- causal na explicação da pobreza.
Uma das questões que se colocou, ao menos para reflexão, se prende com o facto de se, na verdade, o rendimento é efectivamente uma determinante da pobreza, quando é a situação da pobreza que pode condicionar o acesso a rendimentos e a demais bens e serviços, incluindo os bens simbólicos. Assim, a investigação procura situar a abordagem numa perspectiva sistémica e integrada, busca captar as múltiplas dimensões da pobreza e da vulnerabilidade, tanto em termos de suas determinantes quanto de sua manifestação e de tradução discursiva.

Masculinities in Contemporary Africa (Printed)
Although gender and non-gender scholars have studied men, such an academic exercise requires a critical and focused study of masculine subjects in particular social contexts, which is what this book attempts to do. This empirically rich collection of essays, the seventh of the CODESRIA Gender Series, deals with critical examinations of various shades and ramifications of Africa’s masculinities and what these portend for the peoples of Africa and for gender relations in the continent. So much has changed in terms of notions and expressions of masculinities in Africa since ancient times, but many aspects of contemporary masculinities were fashioned during and since the colonial period.
The papers in this volume were initially discussed at the 2005 month-long CODESRIA Gender Institute in Dakar. The contributors are gender scholars drawn from various disciplines in the wide fields of the humanities and the social sciences with research interests in the critical study of men and masculinities in Africa.
The CODESRIA Gender Series aims at keeping alive and nourishing the African social science knowledge base with insightful research and debates that challenge conventional wisdom, structures and ideologies that are narrowly informed by caricatures of gender realities. The series strives to showcase the best in African gender research and provide a platform for emerging new talents to flower.
Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon’s economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. This volume brings out the challenges Cameroon faces in its quest for development as well as for designing appropriate strategies for addressing those development challenges.
L’Afrique face aux enjeux de la citoyenneté et de l’inclusion: l’héritage de Mario de Andrade
A la 11ème Assemblée générale du CODESRIA qui s’est tenue à Maputo en décembre 2005, Carlos Lopes a prononcé le Discours Cheikh Anta Diop sur ‘L’Afrique face aux enjeux de la citoyenneté et de l’inclusion : l’héritage de Mário de Andrade’ de l’Angola. Il examine la vie et l’époque de Mário Andrade, le nationalisme africain et ses propositions révolutionnaires en plus des triomphes et vicissitudes de la négritude et du panafricanisme. Il analyse les conséquences pour les citoyens de ces pays, l’inclusion et le respect pour les identités. Il conclue son intervention par leurs implications de tous ces facteurs pour les intellectuels africains. A l’instar de Mario de Andrade qui détestait les rites associés au pouvoir et qui avait honte des notions de citoyenneté exclusivistes. Lopes fait une critique sur le nationalisme étroit qui met en danger le panafricanisme. Il fait appel aux intellectuels africains pour la dénonciation de ces pratiques dans l’intérêt des droits universels basés sur le principe que le développement amène plus d’opportunités et de liberté de choix.
