Les matérialités contemporaines du religieux aux frontières du privé
Dans les sociétés ouest-africaines, l’espace public est fortement imprégné de religiosités. Il s’y édicte une kyrielle de conduites à tenir susceptibles d’influencer les croyants. Comprendre ces dynamiques religieuses implique de saisir comment ces normes pénètrent la vie privée des individus, et comment les croyants – chrétiens et musulmans – se saisissent de ces normes, les mettent en scène ou les détournent dans leur quotidien. Fruit d’un travail collectif mené dans l’ANR « Priverel », en partenariat avec les universités de Ouagadougou (Burkina Faso), Abomey Calavi (Bénin) et Gaston Berger (Saint-Louis, Sénégal), cet ouvrage s’appuie sur la notion « d’espace privé religieux » pour analyser l’appropriation par les croyants des normes religieuses au Bénin, au Burkina Faso, en Côte d’Ivoire et au Sénégal.
The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.
Décentralisation sans représentation: Le charbon de bois entre les collectivités locales et l’Etat
La présente étude porte sur deux villages d’une collectivité locale du Sénégal. Elle consiste en une analyse de la problématique de la représentation politique locale, à travers la production de charbon de bois dans une forêt dont la gestion est dévolue aux élus locaux depuis la loi de la décentralisation, en 1996, par le biais des compétences transférées. Cette étude montre que si l’on retient comme critère l’obligation des élus de rendre compte aux administrés villageois et de répondre à leurs aspirations, en matière d’exploitation forestière, l’effet politique de la décentralisation est plutôt faible en termes de promotion de la démocratie locale. D’autre part, la répartition déséquilibrée des pouvoirs et ressources entre l’État et la collectivité locale explique, dans une certaine mesure, la faible efficacité des élus locaux en matière forestière, ainsi que les dysfonctionnements du couple déconcentration/- décentralisation. En matière d’exploitation forestière, l’action publique locale reste limitée par le poids des intérêts partisans, le manque de transparence et de répartition claire des rôles et responsabilités au sein du conseil rural. Le document se termine par un certain nombre de recommandations dont la mise en application devrait aider à améliorer la GRN au niveau des communautés rurales, notamment en rendant les conseillers ruraux plus responsables vis-à-vis de ceux qui les ont élus.

L’université Gaston Berger de St Louis a entrepris depuis quelques années un processus dynamique de diversification de son offre de formation et d’amélioration de ses stratégies pédagogiques. Dans ce cadre, il a été mis en place une UFR des Sciences de l’éducation. Ce travail cherche à voir de quelles manières, les étudiants africains peuvent participer à la réflexion globale sur les défis de nos pays par la mise en oeuvre de curriculum d’enseignement et de formation en technologie éducative cohérent et pragmatique prenant en charge les dynamiques de changement dans lesquelles s’engagent nos états. Il cherche également à réinterroger le rôle des écoles et des institutions d’enseignement supérieur dans la manière de repenser nos défis en termes d’habiletés indispensables. En se fondant sur les approches innovantes en Technologie éducative, qui prennent appui sur les théories socioconstructivistes en sciences de l’apprentissage, des dispositifs numériques seront utilisés pour collaborer (coélaborer) à la résolution de problèmes complexes inhérents aux mutations des sociétés modernes. Et pour cela, il est envisagé une approche méthodologique fondée sur l’approche par les compétences par une mise en application des principes qui encadrent la coélaboration de connaissances (12 Principes de Knowledge Building) et à travers une démarche itérative s’appuyant sur la « Design Based-Research » (Recherche basée sur la conception).
Economic Liberation and development in Africa (Printed)
In this endnote address delivered at the 11th General Assembly of CODESRIA, held in Maputo in 2005, Jomo Kwame Sundaram notes that over three decades of economic stagnation, contraction and increased poverty have taken a huge toll on Africa’s economic, social and political fabric; and pro-active efforts are urgently required in order to build new capacities and capabilities for development. He argues that much of the ostensible conventional wisdom regarding African development and poverty is often both erroneous and harmful.
Even the IMF has acknowledged that international financial liberalization has exacerbated volatility. Worse still, there is strong evidence that some of the economic policy advice given to, and conditionalities imposed on governments in Africa have reflected vested interests and prejudice. In view of these, and the fact that economic growth and development do not necessarily reduce poverty and inequalities, Sundaram calls for greater ‘policy space’ for African governments to choose or design their own development strategies, as well as develop and implement more appropriate development policies.

Security in Nigeria, Conceptual Issues in the Quest for Social Order and National Integration (Printed)
Rethinking Security in Nigeria adopts an alternate conceptual and methodological framework for rethinking national security in Nigeria by using the humanities’ multidisciplinary perspective against the backdrop of the hitherto restrictive analysis of the nature of national security. By expounding the largely unexplored cosmological, conceptual, ethical and aesthetic dimensions as key contributors to national survival and social integration, the volume argues systematically for a basic redefinition of the meanings of security, the value of life, government action and social re-engineering in order to create a new system of social order an integration. The authors attempt to extend the boundaries of previous theorizing on security by identifying alternate ethical and aesthetic approaches to national reconciliation and human development in present-day Nigeria, which faces major security challenges requiring the clarification of the basis for developing a just and harmonious society. The study is a contribution to the quest for defining the vital socio-cultural norms and doctrinal imperatives needed for responsible cooperative human action. It examines the roles of dominant works of philosophy, literature, plays and performances in the creation of a basis for political stability and social reconciliation in the society. It extends the boundaries of previous aesthetic studies and redefines the roles of ethics and aesthetics as crucial contributors to security, human development and world civilisation.
