African Land Questions, Agrarian Transition and the State, Contradictions of Neo-liberal Land Reforms (Printed)
This empirically grounded study provides a critical reflection on the land question in Africa, research on which tends to be tangential, conceptually loose and generally inadequate. It argues that the most pressing research concern must be to understand the precise nature of the African land question, its land reforms and their effects on development. To unravel the roots of land conflicts in Africa requires thorough understanding of the complex social and political contradictions which have ensued from colonial and post-colonial land policies, as well as from Africa’s ‘development’ and capital accumulation trajectories, especially with regard to the land rights of the continent’s poor. The study thus questions the capacity of emerging neo-liberal economic and political regimes in Africa to deliver land reforms which address growing inequality and poverty. It equally questions the understanding of the nature of popular demands for land reforms by African states, and their ability to address these demands under the current global political and economic structures dictated by neo-liberalism and its narrow regime of ownership. The study invites scholars and policy makers to creatively draw on the specific historical trajectories and contemporary expression of the land and agrarian questions in Africa, to enrich both theory and practice on land in Africa.
À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).
Gender, Science and Technology: Perspectives from Africa (Printed)
This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The book provides a window onto the current state of female participation in science and technology in Africa, along with an analysis of the historical backgrounds, current educational and professional contexts, and prospects for the future. While it is evident that more research needs to be done, with more groups in different regions, this volume brings together a rich and inspiring collection of qualitative insights on gender, science and technology in Africa. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. L’enseignement supérieur en Afrique en générale – et en Afrique francophone en particulier a connu une forte expansion en termes d’effectifs des étudiants et du nombre de structures depuis son avènement. Trois grands moments marquent son évolution, tant du point de vue de ses objectifs que de son orientation stratégique. Il s’agit de l’ère des universités coloniales, celles instituées par le colon; de celle des universités de l’indépendance, celles qui devaient affirmer la souveraineté nationale au lendemain des indépendances à travers la nationalisation, voire l’autonomisation du champ académique, et enfin celle des universités du développement dont le contenu, défini par les dirigeants nationaux, est censé correspondre aux exigences du développement.
La rupture des grands équilibres macroéconomiques des années 80 a engendré la crise et la fin du développement du secteur éducatif. Cette crise multiforme qui concerne à la fois la pertinence, la qualité, la gestion et le financement de l’enseignement supérieur a engendré ces deux dernières décennies la dégradation des infrastructures et du milieu d’apprentissage, mais aussi l’exode continu des cerveaux, le déclin de la recherche et l’amplification des conflits entre étudiants, syndicats des personnels et l’administration de l’enseignement supérieur. Cette étude contribue à la réflexion que nécessitent les nouvelles formes d’exigences qui remettent en cause les performances des universités africaines dès lors que celles-ci influencent autant le marché du travail que l’évolution des connaissances.
