À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).

Cet ouvrage analyse l’impact de l’idée occidentale de la « modernité » sur le développement et le sous-développement en Afrique. Il retrace la généalogie de l’idée occidentale de la modernité depuis les concepts européens des Lumières sur la nature universelle de l’histoire humaine et du développement. L’ouvrage montre comment cette idée a été utilisée pour justifier l’exploitation et l’oppression de l’Afrique par l’Occident. Il soutient que le développement contemporain en théorie et en pratique est une continuation du projet des Lumières, et que l’Afrique ne peut atteindre un véritable développement qu’en rejetant la modernité occidentale et en inventant ses propres formes de modernité.
This is the first title in a new series Interventions, a strategic initiative by CODESRIA, aimed at promoting the research output of the younger generation of academics and scholars in Africa, and encouraging the exchange of ideas and experiences between young researchers about African issues. The series intends to create an opportunity for a younger generation of Africans, which is of key demographic importance, to become more engaged in public and/or academic debates about the future of their continent.
African Land Questions, Agrarian Transition and the State, Contradictions of Neo-liberal Land Reforms (Printed)
This empirically grounded study provides a critical reflection on the land question in Africa, research on which tends to be tangential, conceptually loose and generally inadequate. It argues that the most pressing research concern must be to understand the precise nature of the African land question, its land reforms and their effects on development. To unravel the roots of land conflicts in Africa requires thorough understanding of the complex social and political contradictions which have ensued from colonial and post-colonial land policies, as well as from Africa’s ‘development’ and capital accumulation trajectories, especially with regard to the land rights of the continent’s poor. The study thus questions the capacity of emerging neo-liberal economic and political regimes in Africa to deliver land reforms which address growing inequality and poverty. It equally questions the understanding of the nature of popular demands for land reforms by African states, and their ability to address these demands under the current global political and economic structures dictated by neo-liberalism and its narrow regime of ownership. The study invites scholars and policy makers to creatively draw on the specific historical trajectories and contemporary expression of the land and agrarian questions in Africa, to enrich both theory and practice on land in Africa.
This book brings together multidisciplinary research on the historical, linguistic, anthropological and religious dimensions of ethnicity in Madagascar. The majority of Madagascans are born, live and die within their narrowly defined ethnic groups, and yet most tend to view these sterile and stereotyped identities negatively. But rather than forming definitive conclusions about ethnicities on the island, this work intends to open up the debates on collective identities, as they are expressed and embodied day to day. The study thus constitutes an indispensable preamble to an examination of the construction of the Madagascan nation state.
Law and justice in a Multicultural Society: The case of Mozambique (Printed)
This book presents the main results of a research project on the systems of justice in Mozambique, undertaken under the auspices of the country’s Supreme Court, in academic partnership with the Center for African Studies at Eduardo Mondlane University, Mozambique and the Centre for Social Studies at the School of Economics, Coimbra University, Portugal. It is dedicated to the memory of the internationally renowned Mozambican economist and Professor of Development Studies, José Guilherme Negrão. Although he died prematurely, Negrão collaborated in this project, and authored the final chapter dealing with the vexed question of land.
Until the onset of Portuguese colonisation towards the end of the nineteenth century, the peoples of Mozambique did not live under a single political entity. Rather, they existed as independent entities with various forms of political and social organisation. The twentieth century saw a consolidation of colonial rule, and important changes in the organisation of power. After independence, new Eurocentric political-legal cultures were added to the existing mix of legal orders. The distinctions between the colonial law and indigenous customary law became increasingly blurred, such that Mozambique now constitutes a heterogeneous state composed of a mosaic of legal hybrids, incorporating local/indigenous customary practices and religious law, as well as state civil law.
Departing from a broad understanding of law in Mozambique, this work analyses the complex network of judicial systems by interrogating the roles of the entities intervening in the system in colonial and postcolonial contexts. The main objective is to promote an empirically sound and dynamic understanding of the relationships between the multiple judicial entities present in the country within the context of cultural transformation in Africa. Overall, the book is intended as a contribution to current debates on the formation of the state in Mozambique from the nineteenth century.
The authors further considers the alternative mechanisms of conflict resolution taking place in the complexity of different legal rationalities: the remains of the Portuguese legal codes, socialist policies, customary law, religious systems and Western constitutionalism.
Reforming the African Public Sector, Retrospect and Prospects (Printed)
Reforming the African Public Sector: Retrospect and Prospects is an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa’s Development (NEPAD), good governance and the Millennium Development Goals (MDGs).
