The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

Overall, it argues for the absolute necessity of developing African languages as a condition of socio-economic development. Mahmood Mamdani’s conclusions are as incontrovertible as they are highly provocative. He dispels the idea of “good” (secular, westernized) Muslims, and “bad” (primitive, fanatical) Muslims, underlining the fact that Islam is not a politically based religion. Focusing on the reasons Islam has become politicized, Mamdani shows how the American government’s indirect, post–Vietnam-era sponsorship of terrorist leaders in Indochina and Africa began as a way of dealing with the perceived threat of spreading Soviet influence in these regions. Qu’est-il advenu des « richesses » tant vantées du Congo ? Plus précisément, qui a bénéficié du capital accumulé par l’industrie coloniale ? Comment se fait-il que l’économie zaïroise soit restée une économie sous-développée alors que l’économie belge, elle, a prospéré ? Le triomphe actuel des multinationales, avec à leur tête le Fonds monétaire international et la Banque mondiale, aurait été préparé en fait, par les mécanismes mis en place au temps de la colonisation. Il faudrait seulement substituer « l’ajustement structurel » à la « pacification » coloniale.
En jetant un regard nouveau sur l’histoire économique du Zaïre qui remet en question le « savoir-faire colonial » et propose une interprétation enracinée dans le vécu populaire, J. Depelchin nous offre une contribution importante à l’historiographie africaine. Inciter d’autres chercheurs à s’intéresser aussi aux formes prises par les analyses du passé colonial, telle est l’ambition de l’auteur.

Il est né au Congo et a étudié à l’Université Lovanium (Kinshasa) en RDC, à l’Université de Londres, à l’Université Johns Hopkins en Italie et à Stanford. Il a enseigné l’histoire de l’Afrique et d’autres sujets connexes à l’Université de Berkeley, à l’Université de Santa Cruz, à l’Université de San Francisco, à l’Université de Stanford, à l’Université de Syracuse et dans des universités de la République démocratique du Congo, du Mozambique et de la Tanzanie.
