Intégration régionale, démocratie et panafricanisme: Paradigmes anciens, nouveaux défis (Printed)
À l’occasion du 30e anniversaire du CODESRIA, une importante moisson de contributions a été faite autour du thème central de la grande conférence commémorative, tenue à Dakar en décembre 2003, à savoir : « Intellectuels, nationalisme et idéal panafricain ».
Cet ouvrage réunit huit des nombreuses communications de la rencontre sur l’intégration régionale, démocratie et panafricanisme, dont celles de Bernard Founou-Tchuigoua, de Jean-Pierre Olivier de Sardan et d’Alexis Adandé. Chacun des auteurs a exploré, sous un angle particulier, des questions relatives à l’intégration régionale, à la démocratie ou au panafricanisme. Autant de paradigmes qui ont été forgés ou qui ont été examinés dans leur application au continent africain au cours du siècle passé, particulièrement durant la lutte pour l’émancipation et au lendemain des indépendances. En fait, ces paradigmes, qui gardent apparemment toute leur actualité, sont à nouveau examinés à la lumière des réalités contemporaines.
Décentralisation sans représentation: Le charbon de bois entre les collectivités locales et l’Etat
La présente étude porte sur deux villages d’une collectivité locale du Sénégal. Elle consiste en une analyse de la problématique de la représentation politique locale, à travers la production de charbon de bois dans une forêt dont la gestion est dévolue aux élus locaux depuis la loi de la décentralisation, en 1996, par le biais des compétences transférées. Cette étude montre que si l’on retient comme critère l’obligation des élus de rendre compte aux administrés villageois et de répondre à leurs aspirations, en matière d’exploitation forestière, l’effet politique de la décentralisation est plutôt faible en termes de promotion de la démocratie locale. D’autre part, la répartition déséquilibrée des pouvoirs et ressources entre l’État et la collectivité locale explique, dans une certaine mesure, la faible efficacité des élus locaux en matière forestière, ainsi que les dysfonctionnements du couple déconcentration/- décentralisation. En matière d’exploitation forestière, l’action publique locale reste limitée par le poids des intérêts partisans, le manque de transparence et de répartition claire des rôles et responsabilités au sein du conseil rural. Le document se termine par un certain nombre de recommandations dont la mise en application devrait aider à améliorer la GRN au niveau des communautés rurales, notamment en rendant les conseillers ruraux plus responsables vis-à-vis de ceux qui les ont élus.
Nationalisme, panafricanisme et reconstruction africaine (Printed)
Quel sens donner au nationalisme et au panafricanisme? Comment ces idéaux pourraient-ils servir la reconstruction africaine? Quelles seraient les permanences et les bifurcations du sentiment nationaliste? Comment réconcilier le patriotisme, le panafricanisme, l’idéal panafricain et le phénomène de « fuite des cerveaux » ou avec la mondialisation capitaliste? Le panafricanisme peut-il aider l’entrepreneuriat africain et vice versa? Quelle aura été la contribution des intellectuels à la lutte pour l’indépendance africaine, la démocratie, et le développement qui sont si intimement liés? Est-il possible de refonder l’idéal panafricaniste à l’aune de l’intellectualité symbolique musicale? Cet ouvrage tente de répondre à ces questions et constitue une contribution majeure à la réflexion sur la reconstruction africaine qui requiert un réveil du nationalisme et du panafricanisme, ainsi qu’un plus grand engagement des intellectuels et peuples africains. Critique et autocritique, cet ouvrage devrait interpeller les intellectuels africains de tous bords au sujet de leur rôle individuel et collectif dans la lutte de notre peuple pour sa libération totale et la reconstruction africaine à l’ère de la mondialisation. Il est d’abord destiné aux Africains, aux entrepreneurs politiques, économiques, sociaux et culturels africains et à tous ceux qui se préoccupent de la reconstruction africaine.
Gender, Science and Technology: Perspectives from Africa (Printed)
This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The book provides a window onto the current state of female participation in science and technology in Africa, along with an analysis of the historical backgrounds, current educational and professional contexts, and prospects for the future. While it is evident that more research needs to be done, with more groups in different regions, this volume brings together a rich and inspiring collection of qualitative insights on gender, science and technology in Africa. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. The series aims to keep alive and nourish African social science research with insightful research and debates that challenge conventional wisdom, structures and ideologies that are narrowly informed by caricatures of gender realities. It strives to showcase the best in African gender research and provide a platform for emerging new talents to flower.
The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.
