This book covers diverse histories of student movements in post-apartheid South Africa, taking note of the historical moment of the 1976 student uprisings and the evolution of student activism since that seminal event. Decolonization and reform of the higher education sector are important themes of the book. The volume aims to understand how student movements comprehend and articulate demands for the process of decolonization and Africanization of the curriculum, their transformative effect on the university and the role that a decolonized and African university should play in South African society’s pursuit of freedom. The book explores transformation of universities specifically with regard to race, gender, patriarchy, sexuality, and people living with disabilities in relation to student experiences. The book also deals with aspects related to institutional racism, funding, class, access, violence, and student services. It explores the nature of contemporary student mobilization as a quest for education as freedom in a democratic country, deconstructing the Rhodes Must Fall and Fees Must Fall movements that have reignited interest in the role of student activism in South African society. Mqolomba now works for the Presidency of the Republic of South Africa.
Suntosh R. Pillay is a clinical psychologist and researcher in the public sector in Durban, South Africa, with roots in student journalism, community mobilizing and mental health advocacy. He completed his Masters in Social Sciences degree at the University of KwaZulu-Natal (UKZN), and is affiliated to UKZN’s Department of Clinical Medicine. He is committed to developing critical psychopolitical theory and practices in South Africa.

The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

Pour identifier les raisons des lacunes, l’auteur va au-delà des textes et explore la compatibilité du comportement sociologique des acteurs et du contexte culturel avec la poursuite des objectifs de développement local. Mais il existe bien des solutions à la léthargie des acteurs concernés et à la faible envergure des initiatives entreprises. Elles devraient être recherchées dans la mobilisation méthodique et citoyenne autour d’actions plus ambitieuses, plus adaptées aux terroirs respectifs, quoique ouvertes sur la modernité et parfaitement ancrées dans la culture du résultat.

Cet ouvrage s’attache à l’importance du panafricanisme dans une perspective de reconquête, pouvant jouer un grand rôle dans l’intégration économique du continent. L’aspiration à un regroupement dynamique et sociétal est une nécessité fondamentale, car les africains ont besoin, pour vivre ensemble, de s’accorder sur un même sens par rapport à leurs histoires et leurs projets. Les contributions analysent les identités régionales résultant d’un syncrétisme observé entre la culture traditionnelle, la religion islamique et la modernité. L’exemple des relations interrégionales est la preuve tangible de la difficile négociation des contraintes axiologiques internationales imposées. Le nouveau partenariat entre le nord et le sud doit désormais être l’ouvre de chacun, en tant qu’acteur social ou étatique capable de communiquer et de soumettre ses multiples raisons à la discussion. Ce faisant, la dialectique sud-sud trouvera sa place : la régionalisation passera alors par une solidarité entre les peuples et la réinvention des grandes valeurs démocratiques.

This empirically grounded study provides a critical reflection on the land question in Africa, research on which tends to be tangential, conceptually loose and generally inadequate. It argues that the most pressing research concern must be to understand the precise nature of the African land question, its land reforms and their effects on development. To unravel the roots of land conflicts in Africa requires thorough understanding of the complex social and political contradictions which have ensued from colonial and post-colonial land policies, as well as from Africa’s ‘development’ and capital accumulation trajectories, especially with regard to the land rights of the continent’s poor. The study thus questions the capacity of emerging neo-liberal economic and political regimes in Africa to deliver land reforms which address growing inequality and poverty. It equally questions the understanding of the nature of popular demands for land reforms by African states, and their ability to address these demands under the current global political and economic structures dictated by neo-liberalism and its narrow regime of ownership. The study invites scholars and policy makers to creatively draw on the specific historical trajectories and contemporary expression of the land and agrarian questions in Africa, to enrich both theory and practice on land in Africa.
