It is divided into five parts focusing on America’s racial dysfunctions, navigating global turbulence, Africa’s political dramas, the continent’s persistent mythologisation and disruptions in higher education. It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.

Dans les sociétés ouest-africaines, l’espace public est fortement imprégné de religiosités. Il s’y édicte une kyrielle de conduites à tenir susceptibles d’influencer les croyants. This empirically grounded study provides a critical reflection on the land question in Africa, research on which tends to be tangential, conceptually loose and generally inadequate. It argues that the most pressing research concern must be to understand the precise nature of the African land question, its land reforms and their effects on development. To unravel the roots of land conflicts in Africa requires thorough understanding of the complex social and political contradictions which have ensued from colonial and post-colonial land policies, as well as from Africa’s ‘development’ and capital accumulation trajectories, especially with regard to the land rights of the continent’s poor. The study thus questions the capacity of emerging neo-liberal economic and political regimes in Africa to deliver land reforms which address growing inequality and poverty. It equally questions the understanding of the nature of popular demands for land reforms by African states, and their ability to address these demands under the current global political and economic structures dictated by neo-liberalism and its narrow regime of ownership. The study invites scholars and policy makers to creatively draw on the specific historical trajectories and contemporary expression of the land and agrarian questions in Africa, to enrich both theory and practice on land in Africa.

This innovative work is the first CODESRIA has published in Portuguese, and the first scholarly work the institution has published on the politics, economics and societies of the Portuguese-speaking African countries, authored by social scientists from those countries. In its engagement with the Portuguese-speaking social science communities in Africa, the publication represents an important milestone for CODESRIA, and a symbolic moment in the development of Lusophone studies on the continent. The collection of essays grew out of CODESRIA’s ‘Lusophonia’ initiative, launched at an international symposium in May 2005 which brought together over 60 academics, mostly from the Lusophone African countries, as well as from African studies institutions in Portugal and Brazil, to reflect on the history, democracy and integration of the Portuguese speaking countries. The objectives of the Lusophonia initiative are to give a voice to social scientists from Portuguese speaking countries; centre debates on the priorities identified by the local academic communities; establish an integrated body of researchers based in the Portuguese speaking countries and integrate these into CODESRIA’s wider research programmes to the benefit of the wider research communities; and to strengthen capacity in the social sciences and comparative studies in the Lusophone environment in Africa.

The African national project has been defeated, and the imperial/globalisation project is on the offensive. And yet, as Issa Shivji, one of Africa’s most distinguished public intellectuals, argues in this collection of essays, there is bound to be a backlash – witness Latin America. African scholars are already debating the resurgence of nationalism and Pan-Africanism, and searching for alternative paths of development and democracy.
The ninety essays contained in this book are selected by the author from his writings published in newspaper columns during the period 1990-2005, a critical time in Tanzania that witnessed the rise and fall of nationalism, and transition to and consolidation of neo-liberalism. The essays give an overview of the intellectual history and traditions in Tanzania, one of the few countries in Africa which can still boast of political stability and reasonable openness. The writings reflect the hopes and fears of the progressive intellectual community, and project a strong sense of the enduring ideas and values in the period. The author’s aims are to recover the history of the recent past in Tanzania, build a narrative of where the country is coming from, and provide a historical understanding of the events and climate of the present.

Education Financing & Budgetary Reforms in Africa : The Swaziland Case ( Printed)
This book sets out the Swaziland educational model and policies, and in the context of the management of the national economy. It shows that the proportion of the annual government budget devoted to education in Swaziland ranks amoungst the highest in Africa and many of the goals set at the world summit for children in 1990 are being achieved. There is universal access of primary education, gender equality of access across almost all levels of education. The study also shows however that less positively, the system is increasingly under financial pressure particularly to fund the growing demand for higher education, comparatively very expensive. The co-authors advocate comprehensive budgetary and financial reforms drawing up a model in line with current policy directions to increase funding for tertiary education, and so release more funds for improving quality at lower levels.
