It is divided into five parts focusing on America’s racial dysfunctions, navigating global turbulence, Africa’s political dramas, the continent’s persistent mythologisation and disruptions in higher education. It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.

The issues that this volume addresses relate to the ways in which, first, Africans negotiated the terms of this modernity during the colonial period and, then, how today they are coming to terms with it in the post-colonial period. The contributors argue both that the African experience of modernity is unique and, at the same time, relevant for social theory more widely. In 2001 NEPAD – the New Partnership for Africa’s Development – was launched by South African President Thabo Mbeke and Abdoulaye Wade, President of Senegal. Its founding assumption was that African governments had to take much more responsibility for their economic, political and social policy if real development were to be achieved. AFRICA & DEVELOPMENT CHALLENGES IN THE NEW MILLENNIUM is the first major attempt by African scholars and policy makers to evaluate the meaning of NEPAD in concrete terms. The authors raise key questions about NEPAD’s ability to integrate Africa with the global economy, to overcome the challenge of poverty, and to bring about regional development. The book also addresses what NEPAD means for agriculture, industrialisation, trade and the « digital divide ». This is an important contribution to our understanding of NEPAD, why it has already run into extensive criticism, and the prospects for a new, more positive chapter in Africa’s development.

A la 11ème Assemblée générale du CODESRIA qui s’est tenue à Maputo en décembre 2005, Carlos Lopes a prononcé le Discours Cheikh Anta Diop sur ‘L’Afrique face aux enjeux de la citoyenneté et de l’inclusion : l’héritage de Mário de Andrade’ de l’Angola. Il examine la vie et l’époque de Mário Andrade, le nationalisme africain et ses propositions révolutionnaires en plus des triomphes et vicissitudes de la négritude et du panafricanisme. Il analyse les conséquences pour les citoyens de ces pays, l’inclusion et le respect pour les identités. Il conclue son intervention par leurs implications de tous ces facteurs pour les intellectuels africains. A l’instar de Mario de Andrade qui détestait les rites associés au pouvoir et qui avait honte des notions de citoyenneté exclusivistes. Lopes fait une critique sur le nationalisme étroit qui met en danger le panafricanisme. Il fait appel aux intellectuels africains pour la dénonciation de ces pratiques dans l’intérêt des droits universels basés sur le principe que le développement amène plus d’opportunités et de liberté de choix.

This book sets out the Swaziland educational model and policies, and in the context of the management of the national economy. It shows that the proportion of the annual government budget devoted to education in Swaziland ranks amoungst the highest in Africa and many of the goals set at the world summit for children in 1990 are being achieved. There is universal access of primary education, gender equality of access across almost all levels of education. The study also shows however that less positively, the system is increasingly under financial pressure particularly to fund the growing demand for higher education, comparatively very expensive. The co-authors advocate comprehensive budgetary and financial reforms drawing up a model in line with current policy directions to increase funding for tertiary education, and so release more funds for improving quality at lower levels.

Elle met en exergue la formulation et la mise en ouvre de la politique éducative passée et actuelle avant d’aborder les mécanismes de financement de l’éducation. Elle fait un examen approfondi de l’élaboration, de l’exécution et du contrôle du budget, ainsi que l’intégration de la planification, de la programmation et de la budgétisation à un niveau opérationnel. Elle aborde l’allocation et la gestion optimale des ressources de façon directe et fait l’étiologie et l’analyse de la problématique du financement de l’éducation. Elle propose une série de suggestions pour la recherche de solutions et de recommandations en vue de l’amélioration de la gestion financière du système éducatif, présente une analyse détaillée de la problématique de développement des collèges communaux, et retrace l’historique de l’implantation d’un nouvel établissement scolaire.

At the 11th General Assembly of CODESRIA, which was held in Maputo in December 2005, Adame Ba Konaré presented the Leopold Sedar Senghor Lecture, casting her historian eye on democracy and its values. Konaré calls for the enshrinement of democracy in Africa, where citizens are free to participate responsibly in decision-making on matters of common interest, and in ways that simply do not mimic externally induced notions or reflect unquestioningly the will of Heads of State.
