The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.
Genre et fondamentalismes/Gender and Fundamentalisms
À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).

L’idée de ce livre est née d’une controverse avec une certaine jeunesse africaine fascinée par la civilisation du virtuel. L’auteur a voulu ici faire douter cette génération en mettant en évidence les desseins secrets du postmodernisme qu’il décrit comme une idéologie de la mondialisation ou du libre jeu des marchés. Le livre montre que l’ère postmoderne continue et accomplit l’époque structurale, et qu’à ce titre, il constitue une philosophie des contraintes. Tous affichent leurs desseins totalitaires, tout en feignant de critiquer l’idée de totalité. Détruisant le mythe universaliste qui accompagne la postmodernité, le livre se prononce en faveur d’un universalisme démocratique, fondé sur la réhabilitation de la valeur d’usage. Il se conclut par une réflexion générale sur le problème de la faillite de la modernité, que ce livre situe au niveau de la contradiction entre la modernité économique et la modernité sociale; le refus de cette dernière expliquant les nostalgies anti et pré-modernes d’une doctrine conservatrice au service de la polarisation du monde.

This monograph highlights the necessity for taking preventive measures in the form of peace-building as a sustainable and long-term solution to conflicts in West Africa, with a special focus on the Mano River Union countries. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C?te d’Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Dr Osita Agbu is currently a Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos. His areas of specialization include Peace and Conflict studies, Governance and Democratization and Technology and Development. He was until recently, a Visiting Research Fellow at the Institute of Developing Economies, Chiba, Japan.

Drawing on various disciplinary perspectives, this book re-focuses the debate on what makes a good health system, with a view to clarifying the uses of social science research in thinking about health care issues in Africa. The explosion of the HIV/AIDS pandemic, the persistence of malaria as a major killer, and the resurgence of diseases like tuberculosis which were previously under control, have brought about changes in the health system, with implications for its governance, especially in view of the diminished capacity of the public health facilities to cope with a complex range of expanded needs. Government responsibilities and objectives in the health sector have been redefined, with private sector entities (both for profit and not-for profit) playing an increasingly visible role in health care provisions. The reasons for collaborative patterns vary, but chronic under-funding of publicly financed health services is often an important factor. Processes of decentralisation and health sector reforms have had mixed effects on health care system performance; while private health insurance markets and private clinics are pointers to a growing stratification of the health market, in line with the intensified income and social differentiation that has occurred over the last two decades.These developments call for health sector reforms.

“Dimensões da pobreza e da vulnerabilidade em Cabo Verde: Uma abordagem sistémica e interdisciplinar” resulta de um trabalho de investigação realizado por um grupo de pesquisadores cabo-verdiano no âmbito da iniciativa do CODESRIA para os países africanos lusófonos.
Constituiu o leitmotiv da investigação a compreensão do fenómeno da pobreza e da vulnerabilidade no contexto cabo-verdiano, buscando ultrapassar as abordagens até então hegemónicas e que colocam o acento tónico essencialmente no rendimento. Na verdade, a abordagem retida por este estudo não exclui e nem subestima a importância do rendimento na determinação da pobreza e da vulnerabilidade. Contudo, pretendeu-se avançar um pouco mais, trazendo novas determinantes do fenómeno, cortando com uma visão uni- causal na explicação da pobreza.
Uma das questões que se colocou, ao menos para reflexão, se prende com o facto de se, na verdade, o rendimento é efectivamente uma determinante da pobreza, quando é a situação da pobreza que pode condicionar o acesso a rendimentos e a demais bens e serviços, incluindo os bens simbólicos. Assim, a investigação procura situar a abordagem numa perspectiva sistémica e integrada, busca captar as múltiplas dimensões da pobreza e da vulnerabilidade, tanto em termos de suas determinantes quanto de sua manifestação e de tradução discursiva.

This book sets out the Swaziland educational model and policies, and in the context of the management of the national economy. It shows that the proportion of the annual government budget devoted to education in Swaziland ranks amoungst the highest in Africa and many of the goals set at the world summit for children in 1990 are being achieved. There is universal access of primary education, gender equality of access across almost all levels of education. The study also shows however that less positively, the system is increasingly under financial pressure particularly to fund the growing demand for higher education, comparatively very expensive. The co-authors advocate comprehensive budgetary and financial reforms drawing up a model in line with current policy directions to increase funding for tertiary education, and so release more funds for improving quality at lower levels.
