Les matérialités contemporaines du religieux aux frontières du privé
Dans les sociétés ouest-africaines, l’espace public est fortement imprégné de religiosités. Il s’y édicte une kyrielle de conduites à tenir susceptibles d’influencer les croyants. Comprendre ces dynamiques religieuses implique de saisir comment ces normes pénètrent la vie privée des individus, et comment les croyants – chrétiens et musulmans – se saisissent de ces normes, les mettent en scène ou les détournent dans leur quotidien. Fruit d’un travail collectif mené dans l’ANR « Priverel », en partenariat avec les universités de Ouagadougou (Burkina Faso), Abomey Calavi (Bénin) et Gaston Berger (Saint-Louis, Sénégal), cet ouvrage s’appuie sur la notion « d’espace privé religieux » pour analyser l’appropriation par les croyants des normes religieuses au Bénin, au Burkina Faso, en Côte d’Ivoire et au Sénégal.
À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).
Education and Financing in Africa : The Kenyan Case Study
The Kenya study, part of a series of case studies by the Education and Finance Working Group, explores ways of reinforcing the capacity and competence of the Ministry of Education in Kenya in building a framework for collaboration, information exchange and the optimal use of financial resources. The series analyses the best practices used in managing and allocating resources, and evaluating the education sector.
The study further highlights challenges in determining who should finance what in the cost-sharing scheme, how to counter the imbalance in allocations between personnel and non personnel salaries, poor management of resources and lack of accountability, and effectively handle centralised budgeting and management systems and the weaknesses in the harmonisation of policy, planning and budgeting. The study is rich in detail and offers original directions for a comparison with other African experiences.

Zukiswa Mqolomba is a former SRC President of the University of Cape Town, former Provincial Executive Committee member of SASCO and alumnus student leader. She is a Mandela Rhodes Scholar and Chevening scholar. She has two master’s degrees and also holds an executive leadership training certificate. Mqolomba now works for the Presidency of the Republic of South Africa.
Suntosh R. Pillay is a clinical psychologist and researcher in the public sector in Durban, South Africa, with roots in student journalism, community mobilizing and mental health advocacy. He completed his Masters in Social Sciences degree at the University of KwaZulu-Natal (UKZN), and is affiliated to UKZN’s Department of Clinical Medicine. He is committed to developing critical psychopolitical theory and practices in South Africa.
Today, much research is being devoted to the key actors and factors of the southern African liberation project: the dynamism of post-liberation statecraft; the pursuit of truth and reconciliation; affirmative action and black economic empowerment; post-liberation identities and xenophobia; the problems and prospects of democratic renewal; post- liberation economics from the point of view of national liberation projects; regionalism, regional initiatives such as NEPAD; the region’s relationship with the rest of the continent; and diaspora linkages.

Ce volume est à la recherche d’une explication aux événements survenus depuis 1999 en Côte-d’Ivoire, qu’il est convenu d’appeler la « crise ivoirienne ». Il semble que l’interprétation événementielle des faits apportait des explications insatisfaisantes à cette fracture profonde et que la bonne perspective conduisait obligatoirement à revisiter les catégories théoriques essentialistes que s’obstinent à nous imposer un regard faussé, alourdi par des préjugés ethnocentriques. Une prise de distance avec l’événementiel passe par un questionnement approfondi sur les causes de l’effondrement annoncé du modèle dit ivoirien; le sens historique des choses est appelé pour examiner l’enchaînement et l’interaction des faits dont il faut, à chaque fois, statuer sur le poids historique dans la direction tragique de la dynamique sociale. En cherchant les origines sociales de l’irruption de cette déchirure sociale et politique, les auteurs du volume partent tous d’une question centrale : de quelle manière le poids de la formation de la société ivoirienne moderne intervient-il sur les modalités des actions individuelles et des regroupements collectifs actuels ? La fracture brutale et violente qu’a connue la formation sociale ivoirienne pose de nouveau la question des identités collectives qui dévoile en même temps les enjeux liés au caractère inachevé de la construction des « États-nations » en Afrique. C’est une erreur, en effet, de penser que cette crise s’est spontanément déclarée dans les instances supérieures partisanes et de négliger le fait que derrière les déclarations ostentatoires à propos de l’Unité Nationale, les regroupements précoloniaux ne se sont pas complètement dissouts dans la « Nation » moderne. De plus, dans le processus de fabrication de l’espace social « national », de nouvelles combinaisons sociales s’y engagent en se réinventant continûment. Les racines des crises actuelles sont, nous semble-t-il, à chercher dans la transformation inédite que connaissent les sociétés africaines contemporaines.

“Dimensões da pobreza e da vulnerabilidade em Cabo Verde: Uma abordagem sistémica e interdisciplinar” resulta de um trabalho de investigação realizado por um grupo de pesquisadores cabo-verdiano no âmbito da iniciativa do CODESRIA para os países africanos lusófonos.
Constituiu o leitmotiv da investigação a compreensão do fenómeno da pobreza e da vulnerabilidade no contexto cabo-verdiano, buscando ultrapassar as abordagens até então hegemónicas e que colocam o acento tónico essencialmente no rendimento. Na verdade, a abordagem retida por este estudo não exclui e nem subestima a importância do rendimento na determinação da pobreza e da vulnerabilidade. Contudo, pretendeu-se avançar um pouco mais, trazendo novas determinantes do fenómeno, cortando com uma visão uni- causal na explicação da pobreza.
Uma das questões que se colocou, ao menos para reflexão, se prende com o facto de se, na verdade, o rendimento é efectivamente uma determinante da pobreza, quando é a situação da pobreza que pode condicionar o acesso a rendimentos e a demais bens e serviços, incluindo os bens simbólicos. Assim, a investigação procura situar a abordagem numa perspectiva sistémica e integrada, busca captar as múltiplas dimensões da pobreza e da vulnerabilidade, tanto em termos de suas determinantes quanto de sua manifestação e de tradução discursiva.

Transitional justice interventions, particularly in Africa, have failed. In this context, there is a growing interest in tradition-based community-led practices for resolving justice. Yet little is known or understood about these practices on their own terms, and what role they play in transitional justice on the continent. This volume challenges some of the underlying assumptions of current responses to mass violence on the continent, including the way these are embedded in state-centricism and an international justice system that lacks relevance in relation to the day-to-day realities of rural African communities. Through the case studies of Zimbabwe, Burundi and Mozambique the volume explores some of the limitations and possibilities with regard to justice during transitions.

This volume highlights the proceedings of the two policy dialogue conferences held by the Working Group on Finance and Education (WGFE) in 2004. Part I of the document discusses the endemic crisis that higher educationhas been beset with since the outset of the post colonial period in Africa. It highlights the critical state of higher education systems in Burkina Faso, Mali, Nigeria and Senegal by scrutinizing the causes, manifestations and consequences of the crisis to posit useful recommendations and possible solutions. Part II is a comprehensive review of the challenges facing the financing and planning of all levels and types ofeducation – from kindergarten to graduate school – in selected African countries. The papers reveal the sources and mechanisms of funding education in Africa, drawing attention to the experiences of communities confronted with new funding sources. A new trend, which consists of designing decade long educational development plans, has emerged and is rapidly expanding in numerous African countries. This experience is examined and shared by the authors. This book has contributions in both French and English.
This collection of essays interrogates the repositioning of Africa and its diasporas in the unfolding disruptive transformations of the early twenty-first century. It is divided into five parts focusing on America’s racial dysfunctions, navigating global turbulence, Africa’s political dramas, the continent’s persistent mythologisation and disruptions in higher education. It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.
Human Rights, Regionalism and democracy in Africa (Printed)
It has often been argued that the concept of human rights is an artefact of modern Western civilisation, that human rights in the South are privileges conferred. These approaches have taken little cognisance of the place accorded to the societal rights held in such esteem as complementary to individual rights in traditional African society. In contrast, this study argues that human rights in Africa are as much about the dignity of Africans as about the commitments of others towards them. It argues for a critical defence of universal human rights within a multicultural framework. From historical perspectives, it illustrates how the slave trade, and then colonialism undermined the traditional balance of individual and societal rights.
The work further traces the rise and fall and rise again of the human rights agenda in the post-independence period. It discusses the achievements of the African Commission and the African Union, and suggests ways of strengthening the human rights framework on the continent. The book came out of a conference that took place in Uppsala, Sweden in 2004 involving practitioners, scholars and activists in the field of human tights in Africa.
