The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.
This collection of essays interrogates the repositioning of Africa and its diasporas in the unfolding disruptive transformations of the early twenty-first century. It is divided into five parts focusing on America’s racial dysfunctions, navigating global turbulence, Africa’s political dramas, the continent’s persistent mythologisation and disruptions in higher education. It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.

L’enseignement supérieur en Afrique en générale – et en Afrique francophone en particulier a connu une forte expansion en termes d’effectifs des étudiants et du nombre de structures depuis son avènement. Trois grands moments marquent son évolution, tant du point de vue de ses objectifs que de son orientation stratégique. Il s’agit de l’ère des universités coloniales, celles instituées par le colon; de celle des universités de l’indépendance, celles qui devaient affirmer la souveraineté nationale au lendemain des indépendances à travers la nationalisation, voire l’autonomisation du champ académique, et enfin celle des universités du développement dont le contenu, défini par les dirigeants nationaux, est censé correspondre aux exigences du développement.
La rupture des grands équilibres macroéconomiques des années 80 a engendré la crise et la fin du développement du secteur éducatif. Cette crise multiforme qui concerne à la fois la pertinence, la qualité, la gestion et le financement de l’enseignement supérieur a engendré ces deux dernières décennies la dégradation des infrastructures et du milieu d’apprentissage, mais aussi l’exode continu des cerveaux, le déclin de la recherche et l’amplification des conflits entre étudiants, syndicats des personnels et l’administration de l’enseignement supérieur. Cette étude contribue à la réflexion que nécessitent les nouvelles formes d’exigences qui remettent en cause les performances des universités africaines dès lors que celles-ci influencent autant le marché du travail que l’évolution des connaissances.

“Dimensões da pobreza e da vulnerabilidade em Cabo Verde: Uma abordagem sistémica e interdisciplinar” resulta de um trabalho de investigação realizado por um grupo de pesquisadores cabo-verdiano no âmbito da iniciativa do CODESRIA para os países africanos lusófonos.
Constituiu o leitmotiv da investigação a compreensão do fenómeno da pobreza e da vulnerabilidade no contexto cabo-verdiano, buscando ultrapassar as abordagens até então hegemónicas e que colocam o acento tónico essencialmente no rendimento. Na verdade, a abordagem retida por este estudo não exclui e nem subestima a importância do rendimento na determinação da pobreza e da vulnerabilidade. Contudo, pretendeu-se avançar um pouco mais, trazendo novas determinantes do fenómeno, cortando com uma visão uni- causal na explicação da pobreza.
Uma das questões que se colocou, ao menos para reflexão, se prende com o facto de se, na verdade, o rendimento é efectivamente uma determinante da pobreza, quando é a situação da pobreza que pode condicionar o acesso a rendimentos e a demais bens e serviços, incluindo os bens simbólicos. Assim, a investigação procura situar a abordagem numa perspectiva sistémica e integrada, busca captar as múltiplas dimensões da pobreza e da vulnerabilidade, tanto em termos de suas determinantes quanto de sua manifestação e de tradução discursiva.

Education Financing & Budgetary Reforms in Africa : The Swaziland Case ( Printed)
This book sets out the Swaziland educational model and policies, and in the context of the management of the national economy. It shows that the proportion of the annual government budget devoted to education in Swaziland ranks amoungst the highest in Africa and many of the goals set at the world summit for children in 1990 are being achieved. There is universal access of primary education, gender equality of access across almost all levels of education. The study also shows however that less positively, the system is increasingly under financial pressure particularly to fund the growing demand for higher education, comparatively very expensive. The co-authors advocate comprehensive budgetary and financial reforms drawing up a model in line with current policy directions to increase funding for tertiary education, and so release more funds for improving quality at lower levels.
