The Egypt study by the Education and Finance Working Group of CODESRIA provides a three-part well documented in-depth analysis of the financing of all levels of education of Egypt. Part I of the study highlights the economic, social, and political context of education, presents a historical perspective on the various educational policies formulated and implemented under the different regimes that ruled Egypt from the beginning of the 19th century till the liberalization and privatization era of the early 1970s, provides an in-depth account of education finance, budgetary procedures at the local educational directorates, underscores issues plaguing the financing of education, and suggests solutions for the improvement of educational finance in Egypt. Part II presents a monograph that analyzes teachers’ wages and suggests alternatives to alleviate their negative impact. Part III is a reporting on the operations related to the construction and the management of school buildings with a special emphasis on their costs.
À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).
This innovative work is the first CODESRIA has published in Portuguese, and the first scholarly work the institution has published on the politics, economics and societies of the Portuguese-speaking African countries, authored by social scientists from those countries. In its engagement with the Portuguese-speaking social science communities in Africa, the publication represents an important milestone for CODESRIA, and a symbolic moment in the development of Lusophone studies on the continent. The collection of essays grew out of CODESRIA’s ‘Lusophonia’ initiative, launched at an international symposium in May 2005 which brought together over 60 academics, mostly from the Lusophone African countries, as well as from African studies institutions in Portugal and Brazil, to reflect on the history, democracy and integration of the Portuguese speaking countries. The objectives of the Lusophonia initiative are to give a voice to social scientists from Portuguese speaking countries; centre debates on the priorities identified by the local academic communities; establish an integrated body of researchers based in the Portuguese speaking countries and integrate these into CODESRIA’s wider research programmes to the benefit of the wider research communities; and to strengthen capacity in the social sciences and comparative studies in the Lusophone environment in Africa.

Qu’est-il advenu des « richesses » tant vantées du Congo ? Plus précisément, qui a bénéficié du capital accumulé par l’industrie coloniale ? Comment se fait-il que l’économie zaïroise soit restée une économie sous-développée alors que l’économie belge, elle, a prospéré ? Le triomphe actuel des multinationales, avec à leur tête le Fonds monétaire international et la Banque mondiale, aurait été préparé en fait, par les mécanismes mis en place au temps de la colonisation. Il faudrait seulement substituer « l’ajustement structurel » à la « pacification » coloniale.
En jetant un regard nouveau sur l’histoire économique du Zaïre qui remet en question le « savoir-faire colonial » et propose une interprétation enracinée dans le vécu populaire, J. Depelchin nous offre une contribution importante à l’historiographie africaine. Inciter d’autres chercheurs à s’intéresser aussi aux formes prises par les analyses du passé colonial, telle est l’ambition de l’auteur.
Ce livre s’appuie sur une documentation riche et variée.
J. Depelchin s’emploie à remettre en question les modalités de fonctionnement de l’interprétation historique, tout en procédant à une analyse minutieuse de l’impact des sociétés anonymes belges sur l’économie du Congo/Zaïre.
Jacques Depelchin est un intellectuel, un universitaire et un militant engagé en faveur de la paix, de la démocratie, de la transparence et d’une politique favorable au peuple en République démocratique du Congo.
Il est né au Congo et a étudié à l’Université Lovanium (Kinshasa) en RDC, à l’Université de Londres, à l’Université Johns Hopkins en Italie et à Stanford. Il a enseigné l’histoire de l’Afrique et d’autres sujets connexes à l’Université de Berkeley, à l’Université de Santa Cruz, à l’Université de San Francisco, à l’Université de Stanford, à l’Université de Syracuse et dans des universités de la République démocratique du Congo, du Mozambique et de la Tanzanie.
As the twenty first century unfolds, African universities are undergoing change and confronting challenges which are unprecedented. The effects of globalisation, and political and economic pressures of liberalisation and privatisation, both internal and external, are reconfiguring all aspects of university life: teaching, research, and their public service functions; such that the need to redefine the roles of the African universities, and to defend their importance have become paramount. At the same time, the universities must themselves balance demands of autonomy and accountability, expansion and excellence, diversification and differentiation, and internationalisation and indigenisation. In a climate in which scholarship and production are increasingly dependent on ICTs, and are becoming globalised, the universities must address the challenges of knowledge production and dissemination. The need to indigenise global scholarship, to their own requirements, meanwhile is ever- pressing.
The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.
African Anthropologies: History, Critique and Practice (Printed)
This overview of the history, application and teaching of anthropology in post-colonial Africa shows how the continent’s anthropologists are redefining the historical legacy of European and American disciplinary hegemony, and developing distinctively African contributions to anthropological theory and practice. The contributors illustrate the diverse national traditions of anthropological practice that have developed in sub-Saharan Africa since decolonisation and exemplify the diversity of professional work carried out by the discipline’s practitioners. Their commitment to a common disciplinary identity demonstrates the place that exists for a critical anthropology that is reflective about both its potentials and limitations.
Cette étude du Burundi réalisée par le Groupe de travail sur les finances et l’éducation fait un survol du système éducatif tout en analysant le contexte social, politique et économique du pays. Elle met en exergue la formulation et la mise en ouvre de la politique éducative passée et actuelle avant d’aborder les mécanismes de financement de l’éducation. Elle fait un examen approfondi de l’élaboration, de l’exécution et du contrôle du budget, ainsi que l’intégration de la planification, de la programmation et de la budgétisation à un niveau opérationnel. Elle aborde l’allocation et la gestion optimale des ressources de façon directe et fait l’étiologie et l’analyse de la problématique du financement de l’éducation. Elle propose une série de suggestions pour la recherche de solutions et de recommandations en vue de l’amélioration de la gestion financière du système éducatif, présente une analyse détaillée de la problématique de développement des collèges communaux, et retrace l’historique de l’implantation d’un nouvel établissement scolaire.
