À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).

This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. At the 11th General Assembly of CODESRIA, which was held in Maputo in December 2005, Adame Ba Konaré presented the Leopold Sedar Senghor Lecture, casting her historian eye on democracy and its values. Konaré calls for the enshrinement of democracy in Africa, where citizens are free to participate responsibly in decision-making on matters of common interest, and in ways that simply do not mimic externally induced notions or reflect unquestioningly the will of Heads of State.

Décentralisation sans représentation: Le charbon de bois entre les collectivités locales et l’Etat
La présente étude porte sur deux villages d’une collectivité locale du Sénégal. Elle consiste en une analyse de la problématique de la représentation politique locale, à travers la production de charbon de bois dans une forêt dont la gestion est dévolue aux élus locaux depuis la loi de la décentralisation, en 1996, par le biais des compétences transférées. Cette étude montre que si l’on retient comme critère l’obligation des élus de rendre compte aux administrés villageois et de répondre à leurs aspirations, en matière d’exploitation forestière, l’effet politique de la décentralisation est plutôt faible en termes de promotion de la démocratie locale. D’autre part, la répartition déséquilibrée des pouvoirs et ressources entre l’État et la collectivité locale explique, dans une certaine mesure, la faible efficacité des élus locaux en matière forestière, ainsi que les dysfonctionnements du couple déconcentration/- décentralisation. En matière d’exploitation forestière, l’action publique locale reste limitée par le poids des intérêts partisans, le manque de transparence et de répartition claire des rôles et responsabilités au sein du conseil rural. Le document se termine par un certain nombre de recommandations dont la mise en application devrait aider à améliorer la GRN au niveau des communautés rurales, notamment en rendant les conseillers ruraux plus responsables vis-à-vis de ceux qui les ont élus.
