À partir de quels moments, pour quelles raisons et de quelles manières, la religion et la culture, lorsqu’elles se lient au politique, peuvent-elles être à la fois sources et lieux d’expression des fondamentalismes ? Ce sont les questions centrales qui traversent ce livre. Ce qui est considéré ici, c’est « la religion » lorsqu’elle est idéologie qui fonde la culture et devient outil d’accès au pouvoir moral, au pouvoir social et surtout au pouvoir politique. Les messages culturels et religieux et leurs interprétations sous-tendent souvent les décisions, les lois et les programmes prises par le politique. Ils ont des effets directs sur la société, en général, et sur les femmes et les rapports de genre, en particulier. Les contributions à cet ouvrage analysent les diverses formes du fondamentalisme dans quelques pays africains, leurs contextes d’émergence et la manière dont elles (re)façonnent les identités et les rapports hommes/femmes. Ces fondamentalismes constituent des sources de préoccupations persistantes dans les débats de société, aussi bien des organisations féministes et féminines que des mondes académiques et politiques. Les manipulations des cultures et des religions se font de plus en plus politiques et finissent par occasionner des discriminations sociales, voire des violences physiques, morales et symboliques assurément insoutenables.
Fatou Sow, sociologue, est titulaire d’un Doctorat de 3e cycle (Paris-Sorbonne) et d’une Habilitation à diriger des recherches en sociologie (Paris denis-Diderot). Elle est, depuis 2008, la directrice du Réseau international de solidarité Women Living Under Muslim Laws (Londres, UK).
This is the most authoritative study of the Sierra Leone civil war to emanate from Africa, or indeed any publications’ programme on Africa. It explores the genesis of the crisis, the contradictory roles of different internal and external actors, civil society and the media; the regional intervention force and the demise of the second republic.
Today, much research is being devoted to the key actors and factors of the southern African liberation project: the dynamism of post-liberation statecraft; the pursuit of truth and reconciliation; affirmative action and black economic empowerment; post-liberation identities and xenophobia; the problems and prospects of democratic renewal; post- liberation economics from the point of view of national liberation projects; regionalism, regional initiatives such as NEPAD; the region’s relationship with the rest of the continent; and diaspora linkages.

Jetant son coup d’oeil d’historienne sur la démocratie et ses valeurs, Adame Ba Konaré a fait le discours de Léopold Sedar Senghor lors de la 11ème Assemblée Générale du CODESRIA à Maputo en Décembre 2005. Konaré a appelé à l’enracinement de la démocratie dans une Afrique où les citoyens sont libres de participer à part entière au processus de prise de décisions qui répondent à l’intérêt général; ceci d’une manière qui ne constituerait pas une simple imitation de notions inoculées de l’extérieur ou qui refléterait sans questionnement le désir des Chefs d’État. Selon Konaré, pour que les citoyens puissent jouir pleinement de la démocratie dans l’humilité et le respect mutuel, il leur faudra le droit à la liberté d’association et de mobilisation dans l’intérêt de tous et en parfaite harmonie avec les valeurs africaines qui ont su résister au temps.
Human Rights, Regionalism and democracy in Africa (Printed)
It has often been argued that the concept of human rights is an artefact of modern Western civilisation, that human rights in the South are privileges conferred. These approaches have taken little cognisance of the place accorded to the societal rights held in such esteem as complementary to individual rights in traditional African society. In contrast, this study argues that human rights in Africa are as much about the dignity of Africans as about the commitments of others towards them. It argues for a critical defence of universal human rights within a multicultural framework. From historical perspectives, it illustrates how the slave trade, and then colonialism undermined the traditional balance of individual and societal rights.
The work further traces the rise and fall and rise again of the human rights agenda in the post-independence period. It discusses the achievements of the African Commission and the African Union, and suggests ways of strengthening the human rights framework on the continent. The book came out of a conference that took place in Uppsala, Sweden in 2004 involving practitioners, scholars and activists in the field of human tights in Africa.
Scholars in the Market Place : The Dilemmas of Neo-Liberal Reform at Makerere University, 1989-2005 (Printed)
Scholars in the Marketplace is a case study of market-based reforms at Uganda’s Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.
Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon’s economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. This volume brings out the challenges Cameroon faces in its quest for development as well as for designing appropriate strategies for addressing those development challenges.

Mahmood Mamdani’s conclusions are as incontrovertible as they are highly provocative. He dispels the idea of “good” (secular, westernized) Muslims, and “bad” (primitive, fanatical) Muslims, underlining the fact that Islam is not a politically based religion. Focusing on the reasons Islam has become politicized, Mamdani shows how the American government’s indirect, post–Vietnam-era sponsorship of terrorist leaders in Indochina and Africa began as a way of dealing with the perceived threat of spreading Soviet influence in these regions. He reminds us how President Reagan openly supported the contras in Nicaragua—calling them the “moral equivalents” of the Founding Fathers—and eagerly embraced the mujahideen of Afghanistan. He explains how America’s rigidly supportive policies toward Israel have fuelled the problems in the Middle East. Finally, he makes clear how the West’s distorted political analysis of Islam and its activities continue to dangerously skew its response to them.
Les matérialités contemporaines du religieux aux frontières du privé
Dans les sociétés ouest-africaines, l’espace public est fortement imprégné de religiosités. Il s’y édicte une kyrielle de conduites à tenir susceptibles d’influencer les croyants. Comprendre ces dynamiques religieuses implique de saisir comment ces normes pénètrent la vie privée des individus, et comment les croyants – chrétiens et musulmans – se saisissent de ces normes, les mettent en scène ou les détournent dans leur quotidien. Fruit d’un travail collectif mené dans l’ANR « Priverel », en partenariat avec les universités de Ouagadougou (Burkina Faso), Abomey Calavi (Bénin) et Gaston Berger (Saint-Louis, Sénégal), cet ouvrage s’appuie sur la notion « d’espace privé religieux » pour analyser l’appropriation par les croyants des normes religieuses au Bénin, au Burkina Faso, en Côte d’Ivoire et au Sénégal.

L’université Gaston Berger de St Louis a entrepris depuis quelques années un processus dynamique de diversification de son offre de formation et d’amélioration de ses stratégies pédagogiques. Dans ce cadre, il a été mis en place une UFR des Sciences de l’éducation. Ce travail cherche à voir de quelles manières, les étudiants africains peuvent participer à la réflexion globale sur les défis de nos pays par la mise en oeuvre de curriculum d’enseignement et de formation en technologie éducative cohérent et pragmatique prenant en charge les dynamiques de changement dans lesquelles s’engagent nos états. Il cherche également à réinterroger le rôle des écoles et des institutions d’enseignement supérieur dans la manière de repenser nos défis en termes d’habiletés indispensables. En se fondant sur les approches innovantes en Technologie éducative, qui prennent appui sur les théories socioconstructivistes en sciences de l’apprentissage, des dispositifs numériques seront utilisés pour collaborer (coélaborer) à la résolution de problèmes complexes inhérents aux mutations des sociétés modernes. Et pour cela, il est envisagé une approche méthodologique fondée sur l’approche par les compétences par une mise en application des principes qui encadrent la coélaboration de connaissances (12 Principes de Knowledge Building) et à travers une démarche itérative s’appuyant sur la « Design Based-Research » (Recherche basée sur la conception).
