This collection of essays interrogates the repositioning of Africa and its diasporas in the unfolding disruptive transformations of the early twenty-first century. It is divided into five parts focusing on America’s racial dysfunctions, navigating global turbulence, Africa’s political dramas, the continent’s persistent mythologisation and disruptions in higher education. It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.

Ce volume sur les perspectives africaines sur la mondialisation, le terrorisme et le développement réunit trois conférences de grande qualité délivrées par des universitaires de renommée. Ces conférences ont constitué un des moments forts de la 10e Assemblée générale du CODESRIA qui s’est tenue en 2002, à Kampala, Ouganda. Les conférences, qui sont parties intégrantes de l’Assemblée générale triennale du CODESRIA, sont présentées par d’éminents universitaires, dont le travail a largement contribué à façonner le paysage intellectuel africain. La Conférence Claude Ake, traditionnellement réservée au président sortant du Comité exécutif, a été livrée par Mahmood Mamdani. L’auteur a, entre autres, développé une perspective africaine du 11 septembre, en faisant remarquer que les racines du terrorisme sont à rechercher en Amérique, et dans l’épisode de la guerre froide. Il a également souligné le rôle du « culture talk » dans l’émergence du terrorisme. Ce même thème est également celui de la Conférence Cheikh Anta Diop délivrée par Samir Amin. Celui-ci nous en donne un aperçu critique, ainsi qu’une exploration des diverses alternatives à la mondialisation néolibérale et au militarisme. La Conférence Léopold Sédar Senghor a été honorée par la présence de Fatou Sow, qui a souligné le besoin de redéfinition du développement africain selon une perspective qui tient compte du genre. Elle a également regretté la lenteur de la procédure d’intégration des femmes dans les différentes sphères d’activités, malgré le fait que les femmes ont acquis le droit de cité ; « les femmes ont le droit d’avoir des droits », dit-elle.

Situating themselves variously in relation to claims and counter claims on the universalisms and particularisms in African feminism and gender studies, the authors de-bate the relative (de)-merits of Eurocentrism, African epistemologies and cultures, colonial legacies, postcolonial realities, and other current dilemmas and challenges in understanding and articulating African feminism and gender research. Practiced and budding scholars should find this a fascinating read.

Depuis l’indépendance, le Sénégal s’est lancé dans un mouvement de décentralisation qui a abouti, en 1996, à la régionalisation. La loi ne définit pas la décentralisation, encore moins la régionalisation. Dans le préambule du code des collectivités locales, néanmoins, il est précisé que les nouveaux textes cherchent à promouvoir « des autorités décentralisées et proches des citoyens, libres de leurs décisions, des représentants de l’État sur le terrain dotés de pouvoirs déconcentrés, un contrôle de légalité adapté et rapproché ». Ainsi les régions, à l’image des communes et communautés rurales, sont-elles érigées en collectivités locales, dirigées par des conseillers élus. De plus, dix domaines de compétence – dont la gestion des ressources naturelles et l’environnement – sont transférés aux régions, communes et communautés rurales (RDS 1996b).

This monograph analyses the perceptions and practices of sexuality among young people in post-colonial and post-socialist Maputo city. Using a combination of various methods, it compares sexuality in two different generation and describes two diverse kinds of relationships : the occasional and steady.
Occasional relationships tend to show a new pattern of condom use that corroborates the discourse advocated in the prevention of HIV/AIDS ; and the steady where sex is proposition of commitment on the part of young men, and where, there are major possibilities of HIV/AIDS infection. In both kinds of relationships, sex, described by informants in terms of a model of heterosexual penetration, is perceived as a factor that permits transition from childhood to adulthood, by passing parental and other senior kin control.

And yet, as Issa Shivji, one of Africa’s most distinguished public intellectuals, argues in this collection of essays, there is bound to be a backlash – witness Latin America. The ninety essays contained in this book are selected by the author from his writings published in newspaper columns during the period 1990-2005, a critical time in Tanzania that witnessed the rise and fall of nationalism, and transition to and consolidation of neo-liberalism. The essays give an overview of the intellectual history and traditions in Tanzania, one of the few countries in Africa which can still boast of political stability and reasonable openness. The writings reflect the hopes and fears of the progressive intellectual community, and project a strong sense of the enduring ideas and values in the period. The author’s aims are to recover the history of the recent past in Tanzania, build a narrative of where the country is coming from, and provide a historical understanding of the events and climate of the present.
