Although all authoritarian regimes in Africa are not military in character, the question of the military has been central to the current issue of democratization on the continent. The contributions in this volume deal neither with the definitive erosion of the military and civil authoritarianism, nor with the inexorable march toward democracy but with what appears in retrospect to be a less clear-cut and more open-ended state of transition, located ambiguously between the crisis of authoritarianism and the prospect for democracy on the continent. The contributors emphasize the uneven patterns and forms of militarisation in Africa but within and between regimes.

Africa is richly blessed with cultural and natural heritage, key resources for nation building and development. Unfortunately, heritage is not being systematically researched or recognised, denying Africans the chance to learn about and benefit from heritage initiatives. This book offers a preliminary discussion of factors challenging the management of intangible cultural heritage in the African communities of Zanzibar, Mauritius and Seychelles. These islands are part of an overlapping cultural and economic zone influenced by a long history of slavery and colonial rule, a situation that has produced inequalities and underdevelopment. In all of them, heritage management is seriously underfinanced and under-resourced. African descendant heritage is given little attention and this continues to erode identity and sense of belonging to the nation. In Zanzibar tensions between majority and minority political parties affect heritage initiatives on the island. In Mauritius, the need to diversify the economy and tourism sector is encouraging the commercialisation of heritage and the homogenisation of Creole identity. In Seychelles, the legacy of socialist rule affects the conceptualisation and management of heritage, discouraging managers from exploring the island’s widerange of intangible heritages. The author concludes that more funding and attention needs to be given to heritage management in Africa and its diaspora. Rosabelle Boswell is a senior lecturer in the Anthropology Department at Rhodes University, South Africa and a specialist of the southwest Indian Ocean islands. Her research interests include ethnicity, heritage, gender and development. Boswell’s PhD was on poverty and identity among Creoles in Mauritius and her most recent work is onthe role of scent and fragrances in the heritage of the Swahili islands of the Indian Ocean region.

Ce volume sur les perspectives africaines sur la mondialisation, le terrorisme et le développement réunit trois conférences de grande qualité délivrées par des universitaires de renommée. Ces conférences ont constitué un des moments forts de la 10e Assemblée générale du CODESRIA qui s’est tenue en 2002, à Kampala, Ouganda. Les conférences, qui sont parties intégrantes de l’Assemblée générale triennale du CODESRIA, sont présentées par d’éminents universitaires, dont le travail a largement contribué à façonner le paysage intellectuel africain. La Conférence Claude Ake, traditionnellement réservée au président sortant du Comité exécutif, a été livrée par Mahmood Mamdani. L’auteur a, entre autres, développé une perspective africaine du 11 septembre, en faisant remarquer que les racines du terrorisme sont à rechercher en Amérique, et dans l’épisode de la guerre froide. Il a également souligné le rôle du « culture talk » dans l’émergence du terrorisme. Ce même thème est également celui de la Conférence Cheikh Anta Diop délivrée par Samir Amin. Celui-ci nous en donne un aperçu critique, ainsi qu’une exploration des diverses alternatives à la mondialisation néolibérale et au militarisme. La Conférence Léopold Sédar Senghor a été honorée par la présence de Fatou Sow, qui a souligné le besoin de redéfinition du développement africain selon une perspective qui tient compte du genre. Elle a également regretté la lenteur de la procédure d’intégration des femmes dans les différentes sphères d’activités, malgré le fait que les femmes ont acquis le droit de cité ; « les femmes ont le droit d’avoir des droits », dit-elle.

Relevante tambem e a analise feita sobre as liderancàs universitarias, ainda maioritariamente gerontocraticas, que coartam as possibilidades de um maior protagonismo de docentes, pesquisadoras e gestoras no desenvolvimento e consolidacào das universidades. Estamos perante um trabalho que merece uma leitura atenta.

The Egypt study by the Education and Finance Working Group of CODESRIA provides a three-part well documented in-depth analysis of the financing of all levels of education of Egypt. Part I of the study highlights the economic, social, and political context of education, presents a historical perspective on the various educational policies formulated and implemented under the different regimes that ruled Egypt from the beginning of the 19th century till the liberalization and privatization era of the early 1970s, provides an in-depth account of education finance, budgetary procedures at the local educational directorates, underscores issues plaguing the financing of education, and suggests solutions for the improvement of educational finance in Egypt. Part II presents a monograph that analyzes teachers’ wages and suggests alternatives to alleviate their negative impact. Part III is a reporting on the operations related to the construction and the management of school buildings with a special emphasis on their costs.

Birago Diop nous rappelait déjà que « les morts ne sont pas morts! » Cette vérité hypothétique est peut-être valable pour le quota. En effet, malgré son élimination juridique, le quota résiste et continue d’exister. Sa « mort » annoncée tarde à se réaliser. La question n’est plus de savoir si le quota doit « mourir ». Sa « mort » est prononcée comme une sentence que le « bourreau » n’ose pas exécuter. La question est plutôt de savoir combien de temps va encore durer la « lutte contre la mort » que le quota a engagée. Le quota est « mort » juridiquement. Mais il a survécu dans la pratique. Aussi, le quota est-il à l’image d’un être « vivant surnaturel ». Il est né, a vécu, est mort et est ressuscité. Si sa naissance a été précipitée et sa vie tumultueuse, sa mort, elle, a été programmée et sa résurrection était prévisible. En fait, en 1996, le Sénégal se dote d’un code des collectivités locales qui prévoit le transfert de compétences de l’État vers les collectivités locales ; parmi ces compétences, la gestion de l’environnement et des ressources naturelles. Le code forestier de 1998 a clairement exprimé la volonté du législateur de consacrer la décentralisation forestière. C’est ainsi que le système du quota devait être supprimé depuis le 21 février 2001. Il devait être remplacé par l’aménagement qui transfère les compétences de gestion de l’exploitation forestière aux élus locaux. Cependant, les plans d’aménagement ont du mal à se concrétiser. Si, le code forestier du Sénégal de 1998 constitue un cadre propice pour réaliser une décentralisation dans le secteur forestier, conformément à la décentralisation politico-administrative, la décentralisation forestière reste inachevée. Elle reste bloquée en large partie par la survivance du système des quotas.
