It closes with tributes to two towering African public intellectuals, Ali Mazrui and Thandika Mkandawire, who have since joined the ancestors.

The ‘counter-revolution’ in Development Economics in the 1980s fundamentally altered the way the state ‘thinks’, which is evident in the state’s retrenchment and reconstitution of the state’s relationship to its citizens. The combination of deflationary macroeconomic policies and a residual approach to social policy, broadly, and social provisioning, more specifically, fundamentally altered the post-colonial trajectory of public policy in Africa. Despite the neoliberal ascendance that nurtured the more residual direction of social policy, the contention for an alternative vision of social policy remained and advanced with vigour. Specific contributions range from the deployment of social policy in framing the nation-building project, endogenous mutual support institutions, land and agrarian reform as a social policy instrument, the gender dynamics of social policy, and the mechanism enabling the spread of cash transfer schemes on the continent.

Dans les sociétés ouest-africaines, l’espace public est fortement imprégné de religiosités. Il s’y édicte une kyrielle de conduites à tenir susceptibles d’influencer les croyants. Comprendre ces dynamiques religieuses implique de saisir comment ces normes pénètrent la vie privée des individus, et comment les croyants – chrétiens et musulmans – se saisissent de ces normes, les mettent en scène ou les détournent dans leur quotidien. Fruit d’un travail collectif mené dans l’ANR « Priverel », en partenariat avec les universités de Ouagadougou (Burkina Faso), Abomey Calavi (Bénin) et Gaston Berger (Saint-Louis, Sénégal), cet ouvrage s’appuie sur la notion « d’espace privé religieux » pour analyser l’appropriation par les croyants des normes religieuses au Bénin, au Burkina Faso, en Côte d’Ivoire et au Sénégal.

Décentralisation sans représentation: Le charbon de bois entre les collectivités locales et l’Etat
La présente étude porte sur deux villages d’une collectivité locale du Sénégal. Elle consiste en une analyse de la problématique de la représentation politique locale, à travers la production de charbon de bois dans une forêt dont la gestion est dévolue aux élus locaux depuis la loi de la décentralisation, en 1996, par le biais des compétences transférées. Cette étude montre que si l’on retient comme critère l’obligation des élus de rendre compte aux administrés villageois et de répondre à leurs aspirations, en matière d’exploitation forestière, l’effet politique de la décentralisation est plutôt faible en termes de promotion de la démocratie locale. D’autre part, la répartition déséquilibrée des pouvoirs et ressources entre l’État et la collectivité locale explique, dans une certaine mesure, la faible efficacité des élus locaux en matière forestière, ainsi que les dysfonctionnements du couple déconcentration/- décentralisation. En matière d’exploitation forestière, l’action publique locale reste limitée par le poids des intérêts partisans, le manque de transparence et de répartition claire des rôles et responsabilités au sein du conseil rural. Le document se termine par un certain nombre de recommandations dont la mise en application devrait aider à améliorer la GRN au niveau des communautés rurales, notamment en rendant les conseillers ruraux plus responsables vis-à-vis de ceux qui les ont élus.

Jetant son coup d’oeil d’historienne sur la démocratie et ses valeurs, Adame Ba Konaré a fait le discours de Léopold Sedar Senghor lors de la 11ème Assemblée Générale du CODESRIA à Maputo en Décembre 2005. Konaré a appelé à l’enracinement de la démocratie dans une Afrique où les citoyens sont libres de participer à part entière au processus de prise de décisions qui répondent à l’intérêt général; ceci d’une manière qui ne constituerait pas une simple imitation de notions inoculées de l’extérieur ou qui refléterait sans questionnement le désir des Chefs d’État. Selon Konaré, pour que les citoyens puissent jouir pleinement de la démocratie dans l’humilité et le respect mutuel, il leur faudra le droit à la liberté d’association et de mobilisation dans l’intérêt de tous et en parfaite harmonie avec les valeurs africaines qui ont su résister au temps.

The African national project has been defeated, and the imperial/globalisation project is on the offensive. And yet, as Issa Shivji, one of Africa’s most distinguished public intellectuals, argues in this collection of essays, there is bound to be a backlash – witness Latin America. African scholars are already debating the resurgence of nationalism and Pan-Africanism, and searching for alternative paths of development and democracy.
The ninety essays contained in this book are selected by the author from his writings published in newspaper columns during the period 1990-2005, a critical time in Tanzania that witnessed the rise and fall of nationalism, and transition to and consolidation of neo-liberalism. L’idée centrale de ce livre est que les enfants africains sont des créateurs d’avenir. L’ouvrage explore les liens entre l’évolution de l’enfance et les versions de l’avenir de l’Afrique afin de comprendre comment les enfants sont des incarnations vivantes de l’histoire et des agents prospectifs du changement social. S’appuyant sur des recherches menées dans diverses écologies culturelles, les auteurs des dix chapitres discutent des résultats liés à l’apprentissage, à la formation, au travail, aux droits, aux écoles, à la paix, à l’éducation, aux aspirations, aux conflits et à l’intégration des réfugiés – et de la manière dont les enfants les appréhendent dans leur vie quotidienne. Ils décrivent des études menées au Bénin, au Burkina Faso, en Côte d’Ivoire, en Éthiopie, au Kenya, en Afrique du Sud et au Zimbabwe. L’ouvrage va au-delà des notions hégémoniques sur les enfants africains, en leur donnant la capacité d’aspirer, en élargissant leur imagination créative de manière à approfondir notre connaissance des enfances passées et présentes. Tout en retraçant les problèmes de l’enfance dans les exigences de la société, les enfants ne sont conceptualisés ni comme des victimes ni comme des héros. Au contraire, ils sont des participants sociaux dont les expériences, les valeurs, les désirs, les pratiques et les espoirs créent un terrain analytique fertile à partir duquel nous pouvons théoriser l’avenir et la temporalité de manière plus complète.
Tatek Abebe est professeur d’études sur l’enfance et le développement à l’Université norvégienne des sciences et de la technologie (NTNU), à Trondheim, en Norvège. Il a fondé et a été le coordinateur du réseau nordique de recherche sur les enfants et les jeunes africains (2011-2016). En 2017, il a été directeur de l’Institut de l’enfance et de la jeunesse du CODESRIA. Il fait partie du comité de rédaction de plusieurs revues, notamment Childhood, Children’s Geographies et l’Ethiopian Journal of Environment and Development.
